Item No. 7C <br />Staff Report No. <br />Meeting Date: December 13, 1999 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Rick Jopke, Community Development Director <br />Title/Subject: Resolution Electing to Continue in the Local Housing Incentives <br />Account Program Under the Metropolitan Livable Communities <br />Act <br />Date of Report: October 12, 2000 <br /> <br />BACKGROUND <br /> <br />Mounds View has participated in the Local Housing Incentives Account Program under the <br />Metropolitan Livable Communities Act since 1997. Each year each metropolitan community <br />must decide whether or not to continue in the program. Each community must annually pass a <br />resolution in support of the program. Each city must also demonstrate that they have spent on <br />affordable housing initiatives an amount equal to or greater than the Affordable and Life Cycle <br />Housing Amount (ALHOA) calculated by the Metropolitan Council each year. If a City does not <br />spend an amount equal to ALHOA it must submit that amount to the Metropolitan Council or a <br />local housing authority. Mounds View’s ALHOA is $0 because we meet Metropolitan Council <br />benchmarks for affordable housing. <br /> <br />Participation in the program allows the City access to funding accounts set up by the <br />Metropolitan Council. These include the Tax Base Revitalization Account, Livable Communities <br />Demonstration Program, the Local Housing Incentives Account and Local Planning Assistance <br />Grants and Loans. Mounds View and the North Metro 35W Coalition have received grants <br />through participation in this program. <br /> <br />Attached is Resolution No. 5481 supporting the Livable Communities Act and stating that the <br />City of Mounds View will continue to participate in the program. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends that the City Council approve Resolution No. 5481 supporting the Livable <br />Communities Act and stating that the City of Mounds View will continue to participate in the <br />program. <br /> <br />_____________________________________ <br />Rick Jopke, Community Development Director <br />N:\DATA\GROUPS\COMDEV\CITYCOUN\CC-REP\102300 LCA report.doc <br /> <br />
