Item No. 10B <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Givonna Reed, Assistant to the City Administrator <br />Item Title/Subject: Consideration of Revised 2000 Affirmative Action Plan <br />Date of Report: October 23, 2000 <br /> <br /> <br />At its September 11, 2000 meeting the City Council approved the City’s Affirmative <br />Action plan for submission to the Minnesota Department of Human Rights. The <br />Department of Human Rights has reviewed our plan and recommended changes. <br /> <br />Although most of the changes suggested were very minor, the Department did <br />recommend that the City complete a Weighted Small Company Availability Analysis <br />rather than the regular Small Company Availability Analysis that was submitted in <br />September. You will recall that the regular Small Company Availability Analysis <br />indicated that the City is underutilizing women by 13 and people of color by three. The <br />State expressed serious reluctance to certify an organization as small as ours that was <br />underutilizing women to such a high degree. <br /> <br />In an effort to more accurately reflect our underutilization of women and people of color I <br />conducted a Weighted Small Company Availability Analysis which calculates the <br />number of women and people of color the City should employ given the size of each of <br />our job groups and availability for each job group. The Weighted Small Company <br />Availability Analysis (p.18) shows that the City is underutilizing women by six and <br />people of color by one. <br /> <br />I recommend that the City Council review the Weighted Small Company Availability <br />Analysis and approve the revised Affirmative Action Plan for submission to the <br />Minnesota Department of Human Rights for certification. <br /> <br />Respectfully Submitted, <br /> <br />___________________________ <br />Givonna Reed <br />Assistant to the City Administrator <br /> <br /> <br />
