Mounds View City Council September 11, 2000 <br />Regular Meeting Page 3 <br /> <br /> <br />Mayor Coughlin gave a brief overview of Resolution 5474 and reiterated that it was the City’s <br />wish to request as soon as possible Ramsey County investigate and implement the following <br />changes to improve pedestrian safety on Highway 10: <br /> <br />1. Reduce the speed limit on County Highway 10 from 50 mph to 40 or 45 <br />mph. <br />2. Install additional speed limit signs. <br />3. Increase signal pedestrian walk time. <br />4. Increase crosswalk signage and identification. <br />5. Increase crosswalk marking visibility. <br /> <br />Mayor Coughlin then introduced and welcomed to the Council meeting Commissioner Bennett. <br /> <br />Commissioner Bennett thanked the Mayor for inviting him to the meeting and said that after <br />Resolution 5474 is adopted he will bring the safety concerns to the attention of Dan Solar in an <br />attempt to expedite changes. <br /> <br />Commissioner Bennett reported the Chief of Police had indicated a problem involving County <br />Road H and County Road 10 where there was not room for vehicles making a left turn and they <br />were blocking the straight lanes. He explained there is now new blacktop and cones and once the <br />project is completed there will be a left, straight, and right turn lanes which should alleviate the <br />traffic and safety hazard. <br /> <br />Commissioner Bennett indicated his willingness to work with the State of Minnesota to lower the <br />speed limit on County Road 10. <br /> <br />Mayor Coughlin noted he had worked with the Legislature to pass legislation to allow cities to <br />change their crosswalk signs to allow for longer walk times and said he would like to see that <br />implemented on County Road 10 to improve pedestrian safety. <br /> <br />Commissioner Bennett commented despite the Highway 10 re-route he is surprised to see that <br />there is still a high volume of traffic on County Road 10. <br /> <br />Commissioner Bennett said he had been in law enforcement for 30 years and in his experience <br />speed limits are one of the toughest things to change because human nature is such that people <br />set their own speed limit. He agreed, however, that lowering the speed limit would allow the <br />Police Department to enforce the new speed limit by tagging violators. <br /> <br />Council Member Marty said he had talked to Commissioner Bennett earlier on this date and <br />would like to thank him for the new stoplights on County Road H2 and County Road 10. He said <br />he sees a vast improvement and stated he was pleased with the excellent response to the request <br />for new stoplights. <br />
