He extended his personal thank you to the <br />Executive Committee, along with all the people who participated behind the scenes to make the <br />Festival a success. He commented the Committee would be meeting very soon to plan for the <br />next Festival and, hopefully, they will continue to strive to this kind of excellence. <br /> <br />No further reports were considered. <br /> <br />7. CONSENT AGENDA <br /> <br />A. Approve Just and Correct Claims. <br />B. Licenses for Approval. <br />C. Set a Public Hearing for 7:05 p.m., Monday July 24, 2000, to Consider the <br />First Reading of Proposed Ordinance 658, an Ordinance Amending Chapter <br />1103 of the Zoning Code Pertaining to Fences and Fence Heights. <br />D. Set a Public Hearing for 7:10 p.m., Monday July 24, 2000, to Consider the <br />First Reading of a Proposed Ordinance 664, an Ordinance Amending <br />Chapter 1106 of the Zoning Code Pertaining to Accessory Buildings. <br /> <br />Mayor Coughlin asked the Council if anyone would like to remove Items for discussion. <br /> <br />MOTION/SECOND: Marty/Stigney. To Approve the Consent Agenda for Items A, B, C, and <br />D, as presented. <br /> <br /> Ayes - 5 Nays - 0 Motion carried. <br /> <br />8. UNIFINISHED BUSINESS <br /> <br />None. <br /> <br />9. RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR <br /> <br />Julian Sprunck, 2649 Louisa, stated he would like to speak regarding an item not yet on the <br />agenda. He stated it is his understanding that Mr. Harstad of Harstad Properties has once again <br />instituted a lawsuit against the City of Mounds View, seeking permission to develop his <br />properties which start at Sunnyside Road and move east to Long Lake Road and south to Ridge <br />Lane. Part of that area is wooded, part is a wetland, and the wetland is the issue he would like to <br />address. Mr. Sprunck stated his home directly abuts this property immediately to the south. He <br />explained his home is the second house east of Sunnyside Road and his major concern comes <br />with the possibility of flooding that area. <br /> <br />Mr. Sprunck stated in 1998, when Mr. Harstad first proposed his comprehensive plan, he got <br />involved and invited then current mayor Barb Haake and the inspector from the Rice Creek <br />Watershed District, Tony Gruff(sp?), to view his property. His property is purposely <br />undeveloped, as when they bought the property in 1977 they chose not to develop the property. <br />They liked the wildlife and the area, and knew the poplar trees would be short lived and would
