particular fund from which the contract is to be paid. The Council <br />may adopt further regulations for the safekeeping and disbursement <br />of City funds. <br /> <br /> Section 7.14. Accounting. The City Manager is the Chief <br />Accounting Officer of the City. The Manager must keep the Council <br />informed of the financial status of the City. The Manager must <br />provide for an annual audit of the City's finances by either the state <br />auditor or a firm of certified public accountants. A summary of the <br />audit must be published once in the official newspaper. <br /> <br />SECTION 4. <br /> <br /> The City Council of the City of Mounds View, pursuant to Minnesota Statutes <br />Section 410.12, Subdivision 5, proposes that Chapter 1, Section 1.01 of the Charter of the <br />City of Mounds View is hereby amended by the addition of the bold and double- <br />underlined language and by the deletion of the bold and stricken language as follows: <br /> <br /> Section 1.01. Name and Boundaries. The City of Mounds View, <br />Ramsey County, Minnesota shall continue to be a municipal corporation <br />under that name and with the same boundaries as now are or hereafter may <br />be established. The City ManagerClerk-Administrator shall keep at <br />least two copies of this Charter with amendments, and shall maintain in <br />each copy an accurate up-to-date description of the boundaries. The <br />copies of the Charter, amendments, and boundary descriptions shall be <br />available for public inspection anytime during regular office hours. <br /> <br />SECTION 5. <br /> <br /> The City Council of the City of Mounds View, pursuant to Minnesota Statutes <br />Section 410.12, Subdivision 5, proposes that Chapter 3, Section 3.06, 3.07 and 3.11 of the <br />Charter of the City of Mounds View are hereby amended by the addition of the bold and <br />double-underlined language and by the deletion of the bold and stricken language as <br />follows: <br /> <br /> Section 3.06. Emergency Ordinances. An emergency ordinance is <br />an ordinance necessary for the immediate preservation of the public peace, <br />health, morals, safety or welfare, in which ordinance the emergency is <br />defined and declared in a preamble thereto. An emergency ordinance must <br />be approved by a majority of available members of the City Council. An <br />emergency ordinance must be in writing but may be enacted without <br />previous filing or voting, and may be adopted finally at the meeting at <br />which it is first introduced and voted upon by the Council. An emergency <br />ordinance shall remain in effect for the duration of the emergency. No <br />prosecution shall be based upon the provisions of an emergency ordinance <br />until twenty-four hours after the ordinance has been adopted, filed with the
