Item No. 7e <br />Staff Report No. <br />Meeting Date: May 22, 2000 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Repo <br />To: Honorable Mayor and City Council <br />From: Rick Jopke, Community Development Director <br />Title/Subject: Second Amendment to Ramsey County Housing and <br />Redevelopment Authority Joint Cooperation Agreement <br />Date of Report: May 18, 2000 <br /> <br />BACKGROUND <br /> <br />Mounds View is one of seventeen suburban Ramsey County communities that have signed joint <br />cooperation agreements that allow Ramsey County to receive urban county entitlement <br />Community Development Block Grant (CDBG) funds and Home Investment Partnership Act <br />(HOME) funds from the U.S. Department of Housing and Urban Development (HUD). Ramsey <br />County has received in excess of a million dollars a year from HUD from these programs. These <br />funds are used for housing and community development activities that primarily benefit low and <br />moderate income persons. Each year Ramsey County solicits projects from participating <br />communities. <br /> <br />HUD is requiring that an amendment to the cooperation agreement be signed by the participating <br />communities. A copy of the proposed Second Amendment to Ramsey County Housing and <br />Redevelopment Authority Joint Cooperation Agreement is attached. Paragraphs 2A and B are <br />clarifications of existing language. Paragraph 2C requires that participating cities have policies in <br />place prohibiting the use of excessive force against individuals engaged in non-violent civil <br />rights demonstrations and to enforce State and local laws against the barring of entrances and <br />exits at facilities by individuals engaged during non-violent civil rights demonstrations. The <br />Police Chief has reviewed the amendment and advised that those policies are in place and that <br />the proposed amendment would not adversely affect the City. <br /> <br />STAFF RECOMMENDATION <br /> <br />It is recommended that the City Council approve the attached Second Amendment to Ramsey <br />County Housing and Redevelopment Authority Joint Cooperation Agreement and authorize the <br />Mayor to sign the amendment on behalf of the City. <br /> <br /> <br />_____________________________________ <br />Rick Jopke, Community Development Director <br /> <br />N:\DATA\GROUPS\COMDEV\CITYCOUN\CC-REP\2nd amend.
