ASC Report <br />May 22, 2000 <br />Page 2 <br />undeveloped parcels that would be detrimentally affected by the proposed <br />enclosed, outdoor storage area. <br /> <br />3. The structure and site shall have an appearance that will not have an adverse <br />effect upon adjacent residential properties. <br /> <br />While there are no adjacent residential properties, it is not expected that the <br />appearance of the enclosure would adversely effect the adjoining property to <br />the north. A stipulation has been added to the resolution which requires the <br />fence to completely screen the contents of the enclosure from view. <br /> <br />4. The use, in the opinion of the City Council, is reasonably related to the overall <br />needs of the City and to the existing land use. <br /> <br />Outdoor storage in an industrial district is not uncommon and is reasonably <br />related to the overall needs of the city and property owner. <br /> <br />5. The use is consistent with the purposes of the Zoning Code and the purposes of <br />the zoning district in which the applicant intends to locate the proposed use. <br /> <br />The City Code conditionally allows for outdoor storage in an industrial district. <br />The proposed storage would be screen, enclosed and secured. <br /> <br />6. The use is not in conflict with the Comprehensive Plan of the City. <br /> <br />The proposed use is consistent with the Comprehensive Plan. <br /> <br />7. The use will not cause traffic hazards or congestion. <br /> <br />The proposed outdoor storage area would not cause any traffic hazards or <br />congestion. <br /> <br />8. Adequate utilities, access roads, drainage and necessary facilities have been or <br />will be provided. <br /> <br />The proposed outdoor storage area will not necessitate any utilities or access <br />above and beyond what is already provided to the site. <br /> <br /> <br />Planning Commission Action: <br /> <br />On May 17, 2000, the Planning Commission held a public hearing and discussed the <br />conditional use permit request to allow for the construction of the proposed outdoor <br />storage area at 4749 Old Highway 8. While no residents appeared before the <br />Commission to voice objection, staff did receive a phone call from the adjacent <br />property owner, who was concerned about what was being stored and the <br />appearance of the enclosure. The applicant and the adjacent property owner have <br />since met and have discussed the proposal to the apparent satisfaction of both
