Mounds View City Council April 24, 2000 <br />Regular Meeting Page 11 <br /> <br />Mayor Coughlin stated it appears that the Church is attempting to work with the community. He <br />indicated he has attended a number of lengthy prayer meetings at his Church, and would not <br />desire to have to deal with a 10:30 ceiling that on occasion, might be overly restrictive. He stated <br />he would prefer to keep this open. Council Member Quick noted that there would also be a <br />period of becoming acquainted with the new facility. <br /> <br />Mayor Coughlin stated it was very exciting when Churches, which are the cornerstone of any <br />community, have the opportunity to grow, either because of expansion of programs or attendee <br />membership or both. He indicated this is a wonderful testimony to the area and to this Church, <br />which has served the community for 40 years. He stated he was wholeheartedly in favor of <br />expanding this site. He pointed out that with all of the things that are seen the 6:00 news, one of <br />the few shining lights in society appears to be coming from the Churches. He reiterated he was <br />very much in favor of this resolution. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />Mayor Coughlin extended his appreciation to all who participated in this matter, and particularly <br />to Planning Associate Ericson, for his work in this regard, much of which is done behind the <br />scenes. <br /> <br />B. Public Hearing and Consideration of Resolution 5423, a Resolution <br />Contemplating a Conditional Use Permit for an Over-sized Shed at 2159 <br />Terrace Drive. <br /> <br />Mayor Coughlin opened the Public Hearing at 7:53 p.m. <br /> <br />Planning Associate Ericson stated the applicant, Robert Kleinshmidt, is requesting approval of a <br />conditional use permit to allow for the construction of a 256 square-foot oversized shed in the <br />backyard of his property located at 2159 Terrace Drive. The 13,125 square-foot, well-maintained <br />lot is improved with a typical 1½ story home and two-car garage. There is a small wood-framed <br />shed in the backyard that would be removed upon completion of the proposed larger shed. There <br />is an 8-foot tall privacy fence along the back side of the property. <br /> <br />Planning Associate Ericson advised that the City Code requires a conditional use permit for any <br />request for a shed greater than 216 square feet. He noted the City has been experiencing a <br />number of conditional use permit requests for oversized sheds, therefore, it is likely that in the <br />near future the City would examine the City Code to determine if perhaps it should be more <br />allowing in terms of the size of sheds that can be constructed without requiring a conditional use <br />permit. He explained that this was a sign of the times, and it is a benefit to the community when <br />property owners are able to store items inside which might otherwise be stored outside and tend <br />to lend to the appearance of clutter. He advised that the placement of items inside a shed is <br />typically an improvement to the property. <br /> <br />Planning Associate Ericson stated the Planning Commission has reviewed this request and has <br />examined both the general conditional use permit and adverse affects criteria. He indicated the <br />Commission felt that the 8-foot privacy fence on the back of the property offers significant <br />screening.
