Mounds View City Council April 24, 2000 <br />Regular Meeting Page 21 <br /> <br />MOTION/SECOND: Quick/Thomason. To Approve Resolution 5433, a Resolution <br />Authorizing Severance Payment to Wallace Mortenson and David Brick, as Amended to Indicate <br />that Health Insurance Includes Dental and Life Insurance. <br /> <br />Council Member Stigney inquired if Chief Ramacher’s severance package only included health <br />insurance, and this would now be expanded. <br /> <br />Interim Administrator Ulrich stated in his understanding, the language of that resolution was the <br />same as the resolution before the Council at this time, however, the three individuals who <br />prepared that package and Former Chief Ramacher were all of the understanding that health, <br />dental, and/or life insurance were included. <br /> <br />Council Member Stigney inquired if the former Police Chief was being compensated for all three <br />of these items. Interim Administrator Ulrich stated he was paid for all three items for period of a <br />year to 16 months, after which time, a determination was made that the resolution was only for <br />health insurance. <br /> <br />Council Member Quick inquired if the Council had approved this. Interim Administrator Ulrich <br />stated he believed this was the understanding of the former City Administrator. <br /> <br />Mayor Coughlin clarified that these individuals would be converting their sick leave that remains <br />banked into a lump sum that would be kept in reserves and then spent accordingly, therefore, the <br />same amount of money would be available. He explained that whether they desire to utilize this <br />for health insurance alone, which would extend the use of that money for a longer period of time, <br />of whether they would spend it on a variety of health plans, the same amount of money would be <br />expended. <br /> <br />Council Member Stigney inquired regarding the specific language of the contract. Interim <br />Administrator Ulrich explained that the contract specifies health insurance. <br /> <br />Council Member Stigney indicated that if the contract states health insurance, and they are using <br />this for the former Police Chief, this is what should be specified at this time. <br /> <br />Mayor Coughlin stated as a point of order, the Motion included dental and life insurance. <br /> <br /> Ayes – 3 Nays – 1 (Stigney) Motion carried. <br /> <br />Council Member Stigney stated he was opposed to this action because he believed the Council <br />should follow the contract, as specified. <br /> <br />Mayor Coughlin expressed his thanks to Mr. Brick and Mr. Mortenson for their long service to <br />the City, and wished them well in their retirement. <br /> <br />H. Consideration of Resolution 5435 Authorizing Revisor’s Footnote Addition to <br />the City of Mounds View Charter. <br />
