RESOLUTION 5438 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />Resolution amending Personnel Manual to allow retirees to pay for health, dental and life <br />insurance premiums with severance funds, and allowing non-union employees to convert 65% of <br />accrued and unused sick leave to severance. <br /> <br /> <br />WHEREAS, certain State and Federal laws allow employees and their eligible family <br />members to continue purchasing insurance services through the City of Mounds View after the <br />employee leaves City employment, and <br /> <br />WHEREAS, City employees and the City Council would like to see union and non-union <br />employees treated in a manner that is fair and consistent, and <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council does hereby <br />amend Section 4.35D (Separation Compensation-Sick Leave Severance) by adding the following <br />paragraph: <br /> <br />“Employees who have completed ten years of service and retire may elect, in lieu of <br />severance pay, to have the employer use sixty-five percent (65%) of the employee’s <br />accrued and unused sick leave for the retiree’s group health, dental and life insurance <br />premiums for as long as the funds are available up to the retiree’s 65th birthday”, and <br /> <br />Be it further resolved that the Mounds View City Council does also amend Section 4.10A <br />(COBRA) of the Personnel Manual by adding the following paragraph: <br /> <br />“Retiring employees who have health, dental and/or life insurance coverage at the time of <br />retirement, and who elect to have those same coverages during retirement under <br />COBRA, will be permitted to use severance funds (as entitled in Section 4.35D) to pay for <br />health, dental, and/or life insurance premiums until such time as the employee’s <br />severance funds are exhausted.” <br /> <br /> Adopted this 8th day of May, 2000. <br /> <br /> <br />ATTEST: ____________________________________ <br /> Dan Coughlin, Mayor <br /> <br />(SEAL) <br /> ____________________________________ <br /> Mike Ulrich, Interim City Clerk-Administrator <br /> <br />
