Public Hearing and Consideration of Resolution 5418, a Resolution <br />Approving a Conditional Use Permit, Development Review and Wetland <br />Buffer Permit for the Messiah Lutheran Church Facility Expansion. <br /> <br />Mayor Coughlin opened the Public Hearing at 7:20 p.m. <br /> <br />Planning Associate Ericson stated the applicant, Messiah Lutheran Church, was before the <br />Council to request a conditional use permit, development review, and wetland buffer permit for <br />the proposed expansion of their facility located at 2848 County Road H2. He indicated the <br />applicant has been before the Planning Commission at their last three meetings, and significant <br />research and information gathering has gone into this application. He advised that public hearing <br />notices were sent out to the surrounding residents for both the Planning Commission and the City <br />Council hearings, and there is some input regarding this proposal from the residents. <br /> <br />Planning Associate Ericson stated the Church proposes a two-phase expansion, with the first <br />phase expanding the existing facility by approximately 5,000 square feet in two areas. He <br />explained that the area on the east side of the building would be approximately 4,400 square feet, <br />and would provide a new entryway and additional lobby space. He indicated there would also be <br />an expansion on the west side of the building, which would be approximately 820 square feet, <br />and would also allow for a new entry way and some office space. <br /> <br />Planning Associate Ericson stated the second phase of the expansion which is not planned for <br />another three to five years, depending upon finances, would be approximately 12,000 square feet <br />on the east side, with an additional 15,000 feet on the south side of the site. He indicated that <br />with the first phase of the expansion, there would be a fairly complete removal and replacement <br />of the existing parking lot. He advised that there is currently sufficient parking on the site for <br />165 vehicles, not including the overflow parking along the west side of Knollwood Drive. He <br />indicated the proposed parking would provide 176 stalls, which would accommodate all parking <br />requirements with the future full buildout of the site. He pointed out that this proposal does not <br />represent a substantial increase in terms of the existing parking. He explained that the Church is <br />currently very over-parked, and it is proposed that at full buildout there would be seating for <br />approximately 600 people. He advised that the City Code requires 150 parking stalls for 600 <br />people, and 176 stalls would be more than adequate to meet this requirement. <br /> <br />Planning Associate Ericson stated the dimensional requirements for the expansions are met with <br />regard to the building and parking lot setbacks. He advised that the City Code requires there be <br />100 feet between any development and a wetland, and this proposal does not meet this setback <br />requirement, therefore, the wetland buffer permit is necessary. He explained that the applicant <br />proposes to construct a stormwater holding pond at the southeast corner of the property, and this <br />pond will be within 10 to 15 feet of the delineated wetland. He stated the plans for the <br />stormwater pond have been reviewed by the City Engineers, and the Rice Creek Watershed <br />District is currently reviewing the plans in terms of the grading, stormwater calculations, wetland <br />characteristics, and ponding capacity. <br />
