Item No 10 A <br />Meeting Date: April 24, 2000 <br />Type of Business: PH & CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor & City Council <br />From: James Ericson, Planner <br />Item Title/Subject: Public Hearing and Consideration of a Conditional <br />Use Permit, Development Review and Wetland <br />Buffer Permit for the Messiah Lutheran Church <br />Facility Expansion <br />Date of Report: April 20, 2000 <br /> <br />Background: <br /> <br />Messiah Lutheran Church has requested city approval of a conditional use permit, <br />development review and wetland buffer permit to allow for an expansion of their <br />facility. The subject property is zoned R-1, which allows churches as a conditional <br />use. Currently, Messiah does not have a conditional use permit. The development <br />review is necessary according to Section 1006.06 of the City Code, which requires <br />that the Planning Commission and City Council review any development, <br />redevelopment or expansion of existing facilities. The buffer permit is necessary to <br />conform to Section 1010.08, which requires that any activity occurring within 100 <br />feet of a wetland be reviewed so as to protect, preserve and enhance the City’s <br />natural wetland areas. <br /> <br />The church proposes to expand their facility in two phases. The first phase of the <br />proposed expansion will involve two building additions totaling 5,220 square feet <br />and a partial parking lot removal and replacement. The west single-story addition <br />will add office space and a meeting room while the two-story addition on the east <br />side will add a more spacious lobby and gathering area, more classroom space, a <br />larger mechanical room, an elevator and restrooms. The second phase of the <br />proposed expansion will involve more ambitious building additions, which would <br />serve as an expanded worship area and classroom space. The construction of the <br />second phase, which is proposed in three to five years, would add approximately <br />27,505 square feet to the building. The expanded building areas would match the <br />architecture and design of the existing brick building. The applicant is seeking <br />approval of only the first phase of development at this time. <br /> <br />Development Review Discussion: <br /> Dimensional and Zoning Requirements: <br /> <br />All of the dimensional requirements pertaining to this development--the building and <br />parking lot setbacks, parking requirements, minimum lot size and other zoning- <br />related dimensional criteria are satisfied with this proposal as they pertain to the first <br />phase of the proposed expansion. Table 1 on the following page lists the specific <br />dimensional requirements as they apply to the Messiah expansion.
