Mounds View City Council March 27, 2000 <br />Regular Meeting Page 8 <br /> <br />Community Development Director Jopke stated this item is the second reading of Ordinance 657, <br />which adds a new Chapter to the City’s ordinances to allow and set up the authority for the City to <br />grant interim use permits, pursuant to the authority granted to cities by State Statutes. <br /> <br />Community Development Director Jopke indicated first reading of this ordinance was given on <br />February 28, and it is before the Council at this time for second reading and approval. He advised <br />that the language has been changed slightly since first reading, to clarify the requirements that the <br />Council would grant interim use permits by ordinance, and could, by either ordinance or permit, <br />attach conditions to that approval. <br /> <br />Community Development Director Jopke stated staff recommends the Council conduct the public <br />hearing, and adopt Ordinance 657. <br /> <br />David Jahnke, 8428 Eastwood Road stated this was to help the golf course pay for the “bail out,” <br />which in his understanding, is an amount of $200,000 that was going to be borrowed. <br /> <br />Mayor Coughlin indicated that if the agreement pertaining to this project were to fall through, for <br />example, if Eller Media is unable to obtain the State permits, the City would again be facing debt <br />at the golf course. He explained that if this were to occur, the City would have to step in, and <br />insure that the bonds are paid. <br /> <br />Mr. Jahnke stated he desired to make the point that the golf course financial situation is not good, <br />in that it is making money, however, due to the set up of the original financing, it has become <br />overextended. He stated that this would assist with that situation, and hopefully, up to a particular <br />year. He added that in his understanding, if this proposal proceeds as planned, the financial <br />situation at the golf course could be resolved in approximately 15 years, and the City would not <br />need to put any more money toward it. <br /> <br />There was no further public input. <br /> <br />Mayor Coughlin closed the Public Hearing at 7:44 p.m. <br /> <br />MOTION/SECOND: Quick/Marty. To Waive the Reading and Approve the Second Reading and <br />Adoption of Ordinance 657, an Ordinance Amending Title 1100 by Adding a New Chapter 1126 <br />Pertaining to Interim Uses. <br /> <br />ROLL CALL: Stigney, Marty, Quick, Coughlin <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />C. Public Hearing for the Second Reading and Adoption of Ordinance 656, an <br />Ordinance Amending Section 1008.08 of the Municipal Code Pertaining to <br />Billboards. <br /> <br />Mayor Coughlin opened the Public Hearing at 7:45 p.m. <br /> <br />Community Development Director Jopke stated Ordinance 656 is an ordinance which makes <br />technical housekeeping type amendments to the procedures for granting permits for billboards.
