Item No 10 E <br />Meeting Date: March 27, 2000 <br />Type of Business: PH & CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor & City Council <br />From: James Ericson, Planner <br />Item Title/Subject: Public Hearing and Consideration of Resolution <br />5417, a Resolution Approving an Interim Use Permit <br />for Two Billboards at Sysco Foods of Minnesota, <br />2400 County Road J. <br />Date of Report: March 22, 2000 <br /> <br />Background: <br /> <br />DeLite Outdoor Advertising Company, representing the property owner Sysco Foods <br />of Minnesota, has applied for an Interim Use Permit to install two billboards on <br />Sysco property fronting State Highway 10, in locations generally represented in the <br />site plan attached to this report. <br /> <br />Ordinance 644, the ordinance which revised the City Code to conditionally allow for <br />the installation of billboards, requires that an interim use permit be obtained and <br />reviewed in the context of the adverse effects criteria in Subdivision 1e of Section <br />1125.01 as well as in the context of the Comprehensive Plan, as addressed in <br />Subdivision 3b of Section 1125.01. The ordinance sets forth siting criteria that must <br />be met in order for the request to be favorably considered, which are generally as <br />follows: <br /> <br />• Billboards shall be located at least 250 feet from a residentially zoned <br />property. <br />• Minimum spacing shall be 1,000 feet. <br />• Maximum sign area shall be 700 square feet per side. <br />• Maximum height is 35 feet. <br /> <br />Planning Commission Action: <br /> <br />After significant discussion, the Planning Commission approved Resolution 610-00, a <br />resolution which recommended to the City Council approval of the DeLite billboard <br />request subject to stipulations. This resolution is attached for the Council’s <br />reference. The stipulations considered and recommended by the Commission <br />concern (1) billboard design and construction, (2) advertising content, (3) <br />application for a variance. <br /> <br />Discussion: <br /> <br />Design: The two billboards proposed for the Sysco property are to be constructed of <br />steel and be of a mono-pole double-faced “V”-shaped design. The Planning <br />Commission expressed a significant concern and displeasure regarding this type of
