Item No.10F <br />Staff Report No. <br />Meeting Date: March 27, 2000 <br />Type of Business: C.B. <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Michael Ulrich, Director of Public Works <br />Item Title/Subject: Consideration of Metropolitan Council Environmental Services <br />Loan Application <br />Date of Report: August 29, 2018 <br /> <br />Staff has received information from Metropolitan Council Environmental Services regarding a <br />loan program they are offering to reduce Inflow and Infiltration (I&I) into the sanitary sewer <br />system. I spoke with a representative of the agency to determine what methods and measures <br />qualify for the program. Many of the methods currently utilized by the Wastewater Division not <br />only reduce I&I, but also to stabilize and correct the alignment of our pipes, qualify for the <br />program. <br /> <br />The program is administered in the following manner. A community will apply for a loan of up <br />to $30,000.00 to reduce I&I utilizing various methods. These methods may include grouting <br />joints and cracks, sealing manholes, lining pipes, and sump pump removals to mention a few. <br />The Council will then rank each individual proposal with an established scale of most beneficial <br />categories and determine awards. A total of $275,000.00 is available for projects this year. Once <br />award, the agency has 18 months to complete the project. If the agency can document the <br />effectiveness of the program for each of the subsequent 5 years, the loan payment for that year is <br />forgiven. It is staff opinion that the methods the City of Mounds View are using will continue to <br />serve this purpose for at least this period of time. <br /> <br />Staff is requesting the City Council’s approval to submit a loan application for $30,000.00. The <br />2000 Wastewater Budget currently has $25,000.00 allocated for main and manhole rehabilitation. <br />Staff would request an additional $5,000.00 from the Wastewater Contingency Fund be <br />transferred to Account No. 730-4823-5160, System Maintenance to complete the City’s shared <br />contribution. Staff will submit the application listing the following corrective measures: <br /> <br />1. Manhole Cover Replacement <br />2. Manhole Sealing <br />3. Grouting of cracks and joints <br />4. Implementation of Sump Pump Removal Project <br /> <br />Staff will provide more information as to the detail of these measures, time and staff <br />requirements and any other questions Council may have. Staff requests Council consideration of <br />the attached Resolution for submittal to Metropolitan Council Environmental Services. <br /> <br />
