A - Public Hearing (7:05 p.m.) and Consideration of Resolution 5419, a <br />Resolution Approving an Interim Use Permit for Six Billboards at the Bridges Golf <br />Course – City Attorney: This public hearing starts at 7:05. The staff memo should <br />review this fairly well. Questions about “interim use” should be referred to the City <br />Attorney. <br /> <br />10B. - Public Hearing (7:10 p.m.) and Consideration of Resolution 5420 Adopting <br />the City’s Business Subsidy Policy under Minnesota Statutes, Sections 116J.993 <br />through 116J.995. Aaron Parrish: Aaron reviewed this item with the Council at the <br />work session and will be present again to respond to any questions. Once again, this is a <br />public hearing item first, and consideration of the resolution second. <br /> <br />10C. - Approval of Agreement for Services with the Brimeyer Group for City <br />Administrator Search Process – Chuck Whiting, City Administrator: The Brimeyer <br />proposal arrived this week and is included in your packet. The cost for his services and <br />the time line are listed. A motion and second authorizes the work to begin. <br /> <br />10D. – Resolution 5422 Appointing Public Works Director Mike Ulrich Interim City <br />Administrator Starting March 28, 2000 – Chuck Whiting, City Administrator: This <br />resolution is based on the resolution passed in 1995 for Paul Harrington to act as interim <br />City Administrator, a copy of which is included in your packet. <br /> <br />10E. - First Reading (Introduction) of Ordinance 655, an Ordinance Approving a <br />Rezoning of Bridges Golf Course Parcels from CRP (Conservancy, Recreation and <br />Preservation) and I-1 (Industrial) to PF (Public Facilities.) – Jim Ericson, Planner: <br />The Council is aware of this item. The course does not seem zoned appropriately for its <br />use and should be changed. Staff had thought that this had been done some time ago, <br />but apparently we were mistaken. The proposed zoning will not only fit better with the <br />golf course as a land use, but also for placing billboards. <br /> <br />EDA 5E. - Approval of Agreement Terms with Springsted Public Finance <br />Advisors for Conducting a Highway 10 Community Discussion for the City: We <br />discussed this approach on Monday night. Springsted would facilitate and evaluate <br />public discussion and past City study on the Highway 10 corridor. In my discussions <br />with them, they estimate cost to the City for their services to be $5-6,000. I have a <br />verbal agreement with them that it would not exceed $5,000 without Council
