Mounds View City Council February 28, 2000
Regular Meeting Page 18
the alternatives should be examined to insure the safety of the children and adults who live in the
area, and to keep traffic flowing as it should.

Mary Kay Walsh Kasmerick, 8345 Pleasant View Drive stated she was opposed to the light
control at the end of Pleasant View Drive. She stated everyone else has presented a macro-view
of this matter, and she would like to provide two micro-views for consideration. She explained
that the proposal, because of the design curves, actually cuts off part of the driveway of the senior
residence. She stated this is a very steep driveway that goes underneath the building. She
explained that if vehicles come up the driveway, and it is truncated, they would not be able to see
over the hood of their cars to see what is ahead of them, and this was an accident waiting to
happen.

Mrs. Walsh Kasmerick stated her husband has lived on Pleasant View Drive for ten years, and
she, for two years, and in that time, she has noticed an increase in through traffic. She indicated
that several days ago, her husband was coming home from work in the dark, and he slowed down
to make the right hand turn into their driveway. She stated a truck that was following him caught
up at a high rate of speed, lost control of his vehicle when her husband slowed down, and plowed
ten feet into their yard. She stated this was a good example of what increased traffic could do to
a residential street. She stated there are many people who wait on the street for busses, there is
daycare facility, and there is significant residential traffic in this area, all of which are her reasons
for opposing the light.

Janet Bona, 8235 Pleasant View Drive stated she is the mother of three children, and her house
was the second house from the corner of Highway 10 and Pleasant View Drive. She explained
that Pleasant View Court, which is a cul-de-sac, is located in front of her home. She stated there
is a bus stop for 15 to 20 Kindergarten through fifth grade students at this location, and it was in
very close proximity to Highway 10. She stated for this reason, she was very opposed to the
proposed light.

Carrie Neifeldt-Thomason indicated that when they looked for their house in Mounds View,
not only did Mounds View appear to be a very nice community, but they liked the feel of this
street as well. She stated they were not aware that this controversy or proposal existed when they
purchased their home. She indicated that when they received the survey in the mail, they debated
what their answer would be, and the wording of the survey led them to believe that this was the
safest alternative that had been explored. She explained that as trusting citizens, they had
checked “yes,” however, they are now aware that there are alternatives.

Mrs. Neifeldt-Thomason stated they have one child, and would like to have more, and they are
very concerned regarding the current traffic on the street. She indicated that people speed on this
street, and she would never allow their son in this area of their yard, without blocking off the
driveway. She added that she was very concerned about what this light would do to the
neighborhood. She stated she was certain the Council would like to be responsible and look at
some alternatives to make it safe for everyone in the neighborhood.

Don Develak, 8305 Pleasant View Drive stated he had two primary objections to the plan. He
indicated that objected to the elimination of the intersection at Westwood Drive. He explained
that if you travel down Westwood Drive during the day, there are a multitude of industrial
buildings and streets that are parallel to Central Avenue, and there are trucks coming in and out
