Mounds View City Council February 28, 2000 <br />Regular Meeting Page 28 <br />the budget, and discussion pertaining to the Council’s consideration of the Contingencies Fund, <br />which would be an option as well. <br /> <br />City Administrator Whiting suggested the Council could decide to request Mr. Brimeyer, and <br />perhaps attach a dollar amount to that if they care to, or to consider solicitation for proposals on <br />that service. He indicated that another option would be to do this themselves, although he was <br />not necessarily certain he would recommend they attempt do this, as it involves significant work <br />in terms of background checks and the like. <br /> <br />Council Member Quick stated the Brimeyer Group would be acceptable. <br /> <br />Council Member Marty stated in light of Mr. Brimeyer’s past record, this would be just fine. <br /> <br />Council Member Thomason concurred. <br /> <br />Mayor Coughlin stated in light of the timing, it would be better to act upon the matter sooner <br />than later. He indicated that a starting point might begin with the cost of the search for the Chief <br />of Police, with a money figure of up to $15,000, and then to authorize himself and the City <br />Administrator to finalize the agreement. He explained that this process would probably be very <br />similar to that utilized for the Chief of Police, although a Police Chief was probably more <br />difficult to find than an Administrator. <br /> <br />Council Member Stigney stated in light of that comment, there are may administrators available, <br />therefore, if the Council would proceed with the Brimeyer Group, without soliciting any costs or <br />bids, this should be taken into consideration. <br /> <br />Mayor Coughlin pointed out that he would consider this, although the process for the search also <br />involves attempting to find the best candidates, and conducting the background search, whether <br />there are many or few applicants to screen. He stated the cost for the best candidates would <br />remain the same simply because the same amount of time is involved. He stated he would <br />entertain a motion to authorize that the Council enter into a contract with Brimeyer Group, and <br />set a monetary cap of $15,000 on that agreement and also to authorize himself and the City <br />Administrator to finalize the agreement. He stated that if this could be done within the week, the <br />information could be brought forward at the next Work Session. <br /> <br />MOTION/SECOND: Quick/Marty. To Authorize the Council to Enter into a Contract with <br />Brimeyer Group, and to Set a Monetary Cap of $15,000 on that Agreement, and to Authorize the <br />Mayor and the City Administrator to Finalize the Agreement. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />Mayor Coughlin stated he would assume that the Council should appoint someone to act as City <br />Administrator in the interim. <br /> <br />City Administrator Whiting stated the City Attorney was looking into this. He stated it was <br />within the Council’s purview to appoint an individual in the interim, and in the past there has <br />been some additional compensation provided to that individual for the added responsibilities, <br />which may have been as much as $750 per month, in addition to their normal pay rate.
