Mounds View City Council December 13, 1999 <br />Regular Meeting Page 13 <br /> <br /> <br />MOTION/SECOND: Marty/Thomason. To Approve Resolution No. 5387, a Resolution <br />Approving a Conditional Use Permit and Development Review Request for Sunrise United <br />Methodist Church, Located at 7687 Long Lake Road; Planning Case Nos. 574-99, 575-99, as <br />Amended to Waive the Reading. <br /> <br />Council Member Marty stated earlier that date, he had some questions regarding this proposal, <br />however, he had spoken with Planning Associate Ericson in this regard, and his questions were <br />answered sufficiently. <br /> <br />Council Member Stigney inquired if the Motioner had intended to waive the reading. <br /> <br />Mayor Coughlin inquired if the Motioner and Seconder would agree to waive the reading. <br /> <br />Council Members Marty and Thomason agreed. <br /> <br />Mayor Coughlin added that houses of worship, although sometimes receiving a “bum rap” <br />because they do not pay taxes, are some of the strongest cornerstones of any community. He <br />commented that it was a wonderful thing that a vibrant Church, which has existed for a number <br />of years, is currently taking such an upswing in attendance that it is necessary to expand in order <br />to accommodate its congregation. He stated this is a wonderful opportunity for the community to <br />re-invest in itself, and he is in favor of this proposal. <br /> <br />Council Member Stigney noted that the year the tornado went through town, he had been caught <br />on the corner, next to Abiding Savior Lutheran Church. He stated his car had been demolished, <br />and he ran into the rectory of the Church. He commented that at that time, he was not certain <br />what had occurred, and wondered if, like a hurricane, the storm would hit again, however, the <br />Pastor assured him that it was a tornado, and had passed. He stated he remembered seeking <br />refuge in the Church at that time, and was in very much in favor of this proposal. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />B. Public Hearing for the First Reading (Introduction) of Ordinance 642, an <br />Ordinance Amending Title 1100, Chapters 1104 and 1121 of the Zoning <br />Code, Related to Driveways and Curb Cuts. <br /> <br />Mayor Coughlin opened the Public Hearing at 8:01 p.m. <br /> <br />Planning Associate Ericson stated Ordinance 642 is proposed to make the Zoning Code <br />consistent with Chapter 902, which was recently amended with the Council’s adoption of <br />Ordinance 640. He explained that in addition to resolving inconsistencies, this ordinance makes <br />changes to driveway and curb cut widths by zoning district. <br /> <br />Planning Associate Ericson indicated that the Planning Commission also viewed this as an <br />opportunity to look at other issues that it faces, with regard to driveway widths and curb cuts, <br />and the like, and have suggested some changes with these Chapters of the Zoning Code. He <br />indicated this matter was discussed at the Council Work Session on December 6, 1999, and <br />there have been some changes from the first version presented to the Council. <br />
