Item No: 10D <br />Meeting Date: February 28, 2000 <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor & City Council <br />From: James Ericson, Planner <br />Item Title/Subject: Consideration of Resolution 5416, a Resolution <br />Authorizing Staff to Initiate a Rezoning Action of <br />Golf Course Parcels from CRP, Conservancy, <br />Recreation and Preservation, to PF, Public Facilities. <br />Date of Report: February 24, 2000 <br /> <br />Background: <br /> <br />In the course of processing the City’s application for billboards at the Golf Course, staff has <br />realized that certain Bridges Golf Course parcels are zoned CRP (Conservancy, Recreation and <br />Preservation.) The intent of the CRP zoning designation seems self-evident—to conserve, protect <br />and preserve the cities natural areas and allow for passive recreation use. (An example of a <br />passive use would be a walking trail or path, or another such use with minimal impact to the <br />environment.) Accordingly, the CRP district does not explicitly allow for golf courses. Rezoning <br />the properties associated with the golf course to a PF (Public Facilities) designation would seem <br />appropriate, especially considering golf courses are explicitly permitted uses within the PF district, <br />and would be in keeping with the zoning of all other city parks. In addition, it is presumed that the <br />PF zoning designation would be more advantageous with regard to the City’s application for <br />billboards. <br /> <br />Discussion: <br /> <br />This resolution will authorize staff to begin the rezoning process, which would begin with a <br />review and recommendation by the Planning Commission. Upon a recommendation from the <br />Planning Commission, a public hearing would be set and held with the City Council at either the <br />first or second reading of the ordinance effectuating the rezoning. <br /> <br />Because the golf course is listed as one of the City’s parks, the Council may also want to involve <br />the Parks and Recreation Commission in this review process. Because the Parks and Recreation <br />Commission only meets on the fourth Wednesdays of the month, the earliest date at which it <br />could review the proposed rezoning would be March 22nd. <br /> <br />Recommendation: <br /> <br />Approve Resolution 5416, which directs staff to initiate a rezoning action for parcels associated <br />with the Bridges Golf Course. <br /> <br />_____________________________________ <br />James Ericson, Planner <br />
