SJR-175286 MU125-47 <br />Item No. 10 D <br />Meeting Date: February 14, 2000 <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor & City Council <br />From: James Ericson, Planner <br />Item Title/Subject: Discussion Regarding Emergency Ordinance 653 Regulating the <br />Presence and Siting of Tattoo, Body Piercing, Body <br />Branding, Body Painting, and Related Establishments <br />within the City of Mounds View <br />Date of Report: February 9, 2000 <br /> <br /> <br />Background: <br /> <br />As was discussed at your last meeting on February 7, 2000, Ordinance 653 is an <br />emergency ordinance to be adopted this evening which would prohibit the siting of <br />tattoo shops and the like for a period of six months to allow the City ample time to <br />review and research these uses and other cities’ relevant codes. <br /> <br />This action is prompted by a recent request to have such a business locate within the <br />City. Because the City Code does not address these types of uses, it would seem <br />prudent that the City adopt language regarding siting requirements before the fact, <br />rather than after-the-fact. Assistant City Attorney Riggs has advised the Council that <br />this emergency ordinance process is allowed in both the City Charter and in State <br />statutes. <br /> <br /> <br />Discussion: <br /> <br />What the emergency interim ordinance accomplishes is that it allows the City some <br />time (six months) to review potential requirements with regard to these types of <br />businesses. After adoption of this ordinance, staff will begin to research the issue, <br />presenting its findings to the Planning Commission, who would then craft zoning <br />requirement language for the Council to consider at some point in the future. In the <br />meantime, no such use will be allowed to locate within the City. <br /> <br /> <br /> <br /> <br />
