1005.04 1005.05 <br /> <br /> <br />1005.04: GENERAL INSTALLATION AND MAINTENANCE STANDARDS: <br /> <br />Subd. 1. All equipment, fixtures and all building space and parts in every dwelling and multiple dwelling shall be <br />constructed, installed and maintained in workmanlike state of repair so as to properly and safely perform their <br />intended function. All construction, installation and maintenance shall be performed in accordance with <br />provisions of all applicable codes. All housing facilities shall be maintained in a clean and sanitary condition <br />so as not to breed insects and rodents or produce dangerous or offensive gases or odors. (1988 Code ∋93.10) <br /> <br />Subd. 2. In carrying out any orders of the Enforcement Officer which involve structural changes, the work shall be <br />done under the supervision of the Building Inspector, in accordance with this Chapter and laws and regulations <br />relative thereto. The required permits must be obtained at the expense of the owner. (1988 Code ∋93.23) <br /> <br /> <br />1005.05: HEALTH AND SANITATION STANDARDS: No person shall occupy as owner-occupant or let to another <br />for occupancy any dwelling unit for the purpose of living therein or premises which does not comply with the following <br />requirements: (1988 Code ∋93.06) <br /> <br />Subd. 1. Sanitation: All exterior property areas shall be maintained in a clean and sanitary condition free from any <br />accumulation of rubbish or garbage. <br /> <br />Subd. 2. Grading and Drainage: All premises shall be graded and maintained so as to prevent the accumulation of <br />stagnant water on said premises or within any building or structure located thereon11. <br /> <br />Subd. 3. Noxious Weeds: All exterior property areas shall be kept free from species of weeds or plant growth which <br />are noxious or detrimental to the public health12. (Ord. 594, 4-14-97) <br /> <br />Subd. 4. Insect and Rodent Harborage: Every owner and occupant of a structure containing two (2) or more dwelling <br />units shall be responsible for the extermination of insects, rodents, vermin or other pests in all exterior areas of <br />the premises. Whenever infestation exists in the shared or public parts of the premises, extermination thereof <br />shall be the responsibility of the owner.
