~unds View City Council <br />Regular Meeting Page Five <br />October 14, 1991 <br />Councilmember Blanchard requested at this time that she would like <br />to read a statement to be incorporated as part of the minutes. <br />The statement is as follows: <br />"I just saw the flyer this morning and am very upset at the <br />distortions in it. When one attends law school, one should <br />learn about libel law, but even if that portion of the law <br />is not learned, it should be noted that when a person is quoted <br />one should try to make the quote exact. That's what a quote is. <br />What it is not is what Councilmember Rickaby wrote in this <br />flyer, for whatever reason. <br />My shoulders are broad. I will stand by any statement I make, <br />if I make it. However, I will not stand by for deliberate, <br />malicious distortions of my words. Quote me correctly or <br />not at all." <br />• Councilmember Rickaby asked for clarification of Councilmember <br />Blanchard's statements regarding Groveland Road. Councilmember <br />Blanchard explained that what she said was that Groveland Road was <br />built to take more traffic than streets such as Knollwood or Red <br />Oak Drive. Groveland Road is wider and built up better and with <br />the interchange coming in traffic will come down Groveland Road. <br />Councilmember Blanchard states that she never said it "should be" <br />Groveland Road. <br />Mayor Linke had stated that ,a vote was taken to leave the <br />crossover the way it was and that the outcome was 3/2. <br />Councilmember Rickaby rebutted that statement by the Mayor and <br />said no vote had been taken, that he just asked the Councilmembexs <br />how they felt about the crossover. Two were opposed to it and <br />three wanted it left the way it was. Mayor Linke considered this <br />a cancensus vote. <br />4. Ric Minetor, Director of Public Works, reviewed the municipal water <br />storage analysis. Steve Campbell, Short-Elliott-Hendrickson, the <br />City's consulting engineer, gave a short presentation on the municipal <br />water storage analysis. Steve reported that because of the operational <br />problems at Tank No. 2 and the potential rehabilitation costs, it is <br />recommended that Tank 2 be dismantled and the site abandoned. Because <br />of this a 12 inch crossing should be constructed at Long Lake Road to <br />maintain adequate flow and delivery pressures for all demand situations <br />south of T. H. 10. <br />• Of all other sites in the City, City Ha11 is the best locat'o <br />inas a <br />single site. It requires no additional system improvements and will <br />provide adequate flow and delivery pressure for all demand situations. <br />
