M:\MasterFiles\1999 thru 2010\2000\City Council\Work Session Packets\10-02-00\Item 09--Res 5480 Golf Course Expansion--John <br />Hammerschmidt.doc <br />RESOLUTION NO. 5480 <br /> <br />RESOLUTION APPROVING THE BEST USE OF THE PROPERTY BETWEEN <br />SYSCO AND THE EXISTING GOLF COURSE, IS AN ADDITION OF NINE <br />ADDITIONAL HOLES OF GOLF. <br /> <br />WHEREAS; through a two year hydrology study conducted by Peterson Environmental, <br />and with input from Rice Creek Watershed and The Corp of Engineers, it has been <br />determined that there is enough land for expanding The Bridges Golf Course by nine <br />holes. <br /> <br />WHEREAS; staff has conducted a cost benefit analysis of adding nine additional golf <br />holes, a clubhouse bar and restaurant, an expanded range, and lighting the course at night. <br />The purpose of this analysis was to determine a project that would produce positive cash <br />flow and help offset existing debt on the first nine holes. <br /> <br />WHEREAS; there may be additional funding sources from the First Tee Organization, <br />Billboard Leasing, The State of Minnesota, and Rice Creek Watershed. <br /> <br />WHEREAS; we will pursue reducing the cost of construction by using golf course <br />personnel. <br /> <br />WHEREAS; the existing golf course is on average 73% above its projected maximums <br />and needs additional golf times for its youth and beginner golf programs. <br /> <br />WHEREAS; a survey was conducted by city staff, that showed an expansion of the golf <br />course was highly desirable. <br /> <br />WHEREAS; the Golf Course Committee has examined in detail the options for The <br />Bridges Golf Course and unanimously recommended a nine hole expansion. <br /> <br />WHEREAS; the City Council authorizes staff to proceed with the following steps which <br />will result in the expansion of the Bridges Golf Course. <br /> <br />1) Pursue becoming a member of the First Tee so that we can continue to afford <br />subsidizing the training of youth and other new golfers. <br />2) Have an independent examination of the project feasibility conducted, to verify <br />the numbers presented by the golf course staff. <br />3) Determine if financing would be provided either internally or externally, and with <br />or without billboards. <br />4) Pass a resolution to have the costs incurred from this process to be reimbursed to <br />the City of Mounds View from the final financial package. <br />5) Hire an architect to formulate plans and specifications. <br />6) Approval of plans and specifications <br />7) Letting out of bids. <br />8) Approval of bids. <br />9) Approval of funding source.
