For your review and consideration, I <br />have attached a copy of the Affirmative Action “policy statement” that is currently in the <br />Personnel Manual. <br /> <br />Availability & Utilization/Underutilization Analyses <br /> <br />Members of the Council expressed concern about committing to hiring 13 women and 3 <br />minority employees within a specified period of time (see Goals, Objectives and <br />Timetables for Corrective Action section in the full Proposed 2000 Affirmative Action Plan). <br />Since our last meeting I have conducted a Job Group Availability Analysis to determine <br />whether this analysis would indicate that the City is underutilizing fewer women and <br />minorities than indicated by the Small Company Availability Analysis, which indicates that <br />the City is underutilizing 13 women and 3 minorities. <br /> <br />The Job Group Availability Analysis examines the utilization and underutilization of women <br />and minorities by job group. Please note that not all staff from the same department are <br />necessarily in the same job group (i.e., Administration employees fall into three different <br />job groups.) The Job Group Availability Analysis indicates the following underutilization <br />results based on the availability of women and minorities in the job areas listed: <br /> <br />Job Groups Under Utilization <br /> Women Minorities <br />Manager 2 *1 <br />Professional 1 0 <br />Technical 1 *1 <br />Office 0 *1 <br />Skilled (Pub.
