M:\MasterFiles\1999 thru 2010\2000\City Council\Work Session Packets\07-17- <br />00\Item No. 06--Draft Affirmative Action Plan 2000--Givonna Reed.doc <br />Item No. 6 <br />Type of Business: WS <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Mayor and City Council <br />From: Givonna Reed <br />Item Title/Subject: Consideration of Draft Affirmative Action Plan <br />Date of Report: July 17, 2000 <br /> <br />Under the Minnesota Human Rights Act, businesses that have more than 40 full-time employees <br />in Minnesota on a single working day, at any time during the previous 12 months, must have a <br />Certificate of Compliance issued by the Commissioner of the Department of Human Rights <br />before a state contract or agreement for gods or services in excess of $100,000 can be <br />executed. <br /> <br />The two major analyses required in any Affirmative Action Plan are the Workforce Analysis and <br />the Availability and Utilization/Underutilization Analysis. The Workforce Analysis identifies the <br />total number of departmental incumbents by race, gender and salary range. The Availability and <br />Utilization/Underutilization Analysis determines the availability of women and minorities in our <br />recruitment area and whether (and by what percentage and number) women and minorities are <br />being underutilized by the City. <br /> <br />The results of the above-mentioned analyses show that there are 16 fewer female employees <br />and three fewer minority employees working for the City of Mounds View than there should be <br />given availability. The remainder of the report details specific corrective measures and efforts <br />the City will make to ensure that employees and vendors are aware of the City’s Affirmative <br />Action Plan and their responsibility to support and promote equal employment opportunities for <br />all applicants and employees. <br /> <br />I would note that the data used to calculate the Availability and Utilization/Underutilization <br />Analysis is 1990 Census data. Given changes in demographics, using 2000 Census data <br />(which will not be available until approximately 2002) would likely indicate that Mounds View has <br />an even higher underutilization rate for women and minorities. <br /> <br />Recommendation: Staff requests that the Council review the Plan and make any <br />recommendations for changes. <br /> <br />Respectfully Submitted, <br /> <br />___________________________ <br />Givonna Reed <br />Assistant to the City Administrator <br /> <br /> <br />
