3 Item 05A Central Sandblasting Page 3 The Planning Commission/City Council should consider if the proposed 20 stalls (vs. 49 stalls) is adequate. City Code requires that the perimeter of parking lots include a B-6-12 curb & gutter.3 It is Staff’s interpretation that this requirement be applied to new or expanded parking lots. In this case, this applies to; (1) area between the west parking lot and the building sidewalk; and (2) front of the SE parking lot. The applicant proposes to install concrete curb stops for each parking stall instead of B-6-12 curb & gutter. It is Staff’s opinion that the curb stops would serve the same purpose of preventing vehicles from encroaching beyond the parking stall, and that if curb & gutter were installed only along a small portion of the perimeter, it would look piecemeal. The Planning Commission/City Council should consider if concrete curb stops are acceptable, and not require curb & gutter along the expanded parking area. Vegetation has not been able to become established because of shade. The Planning Commission/City Council should consider if it is practical for the site to comply with landscaping requirements. Screening and buffering The property is adjacent to industrial uses to the north and east. South, across Co Rd H, is Long Lake Regional Park. To the west is a regional storm water pond. The property is screened along Co Rd H by existing trees within the ROW, and by a 6’ chain-link fence with slats, also located within the ROW. 3 City Code, Section 902.04 (Curbing Standards)
