Planning Case MU2017-001 <br />April 5, 2017 <br />Page 4 <br /> <br /> <br />Summary <br />MWF Properties is requesting; (1) to rezone two properties to R-4 High Density <br />Residential; and (2) a Conditional Use Permit for a Multiple-Family Dwelling in an R-4 <br />district. <br /> <br />The proposed apartment building will include 60-units of affordable workforce housing. <br />MWF Properties will be requesting financial assistance from the Minnesota Housing <br />Finance Agency (competitive grant), and from the City EDA. If financial assistance is <br />obtained, MWF will then apply for a Major Subdivision to combine the four lots into one <br />lot, and will apply for a Development Review for the project. The Development Review <br />will include specific plans for the location and appearance of the facility. <br /> <br />A Public Hearing for the Zoning Map Amendment and Conditional Use Permit will be <br />held by the City Council at a later date. <br /> <br />Recommendation <br />Staff recommends approval of the Zoning Map Amendment, and Conditional Use Permit <br />contingent upon complying with the conditions in Resolution 1067-17 and Resolution <br />1068-17. <br /> <br />The Planning Commission is requested to consider the following options: <br /> <br />1. Resolution 1067-17, recommending approval of the Zoning Map Amendment; and <br />Resolution 1068-17, recommending approval of the Conditional Use Permit, are <br />attached if the Commission chooses this action. <br /> <br />2. The Planning Commission may choose to deny either of the resolutions. If the <br />Commission chooses this option, Staff would need to be directed to draft a <br />resolution of denial with findings of fact appropriate to support the denial. <br /> <br />3. Table the request. If additional information is needed before a decision can be <br />rendered or if more discussion is needed, the Commission can simply move to table <br />the request until such information has been provided. Because of the 60-day <br />requirements (Deadline: June, 19, 2017) the Commission would need to act upon <br />the request as soon as reasonably possible to avoid an inadvertent approval. <br /> <br /> <br /> <br /> <br /> <br /> <br />
