Planning Case MU2017-001 <br />July 19, 2017 <br />Page 9 <br /> <br />A Public Hearing will be held by the City Council on Monday, July 24, 2017 at 6:00 PM <br />to consider approval of the Preliminary Plat. The City Council will consider approval of <br />the Development Review at this same meeting (no Public Hearing). <br /> <br />A Public Hearing notice of the July 24th meeting has been published in the July 14th Sun <br />Focus, and mailed to property owners within 350’ of the project, and to property owners <br />along Groveland Rd, between Mounds View Blvd and Arden Ave that are outside of the <br />350’ notice area. (about 110 properties total). <br /> <br />Recommendation <br />Staff is requesting that the Planning Commission consider requesting a number of <br />improvements, not required by the Municipal Code, including: <br /> <br />A. The addition of a landscaped median within the driveway entrance. The reasoning <br />is to soften the transition between the single-family neighborhood and the proposed <br />apartment building, and add curb-appeal to the entrance. <br /> <br />B. The addition of a graded play field in the northeast corner of the property, <br />approximately 50’ X 70’ if oriented north-south, or 120’ X 160’ if oriented east-west. <br />The reasoning is that the majority of this area does not include mature trees. A flat <br />play field would provide an additional amenity to the apartment’s residents. <br /> <br />C. The addition of balconies. The reasoning is that the Municipal Code’s intent of <br />suggesting a maximum 5’ setback from the property line within the County Road 10 <br />Overlay zoning district, is to provide a more pedestrian oriented character to Mounds <br />View Blvd. It is Staff’s opinion that the use of balconies by residents would <br />contribute to this appearance. <br /> <br />The Planning Commission is requested to consider the following options: <br /> <br />1. Resolution 1075-17, recommending approval of the Preliminary Plat of “Boulevard”. <br /> <br />Resolution 1076-17, recommending approval of a Development Review of “Boulevard”, a <br />60-unit apartment building. <br /> <br />2. The Planning Commission may choose to recommend denial of the Resolution(s). If the <br />Commission chooses these options, Staff would need to be directed to draft a resolution of <br />denial with findings of fact appropriate to support the denial(s). <br /> <br />3. Table the request(s). If additional information is needed before a decision can be rendered <br />or if more discussion is needed, the Commission can simply move to table the request until <br />such information has been provided. Because of the 60-day requirements, (August 13, <br />2017) the Commission would need to act upon the request as soon as reasonably possible <br />to avoid an inadvertent approval.
