Eleven residents attended. <br /> <br />Additional discussions were held at City Council Work Sessions on January 3rd, March <br />6th, and April 3rd, 2017, in addition to discussions by the Mounds View EDA on May 8th <br />and May 22nd, 2017, concerning Tax Increment Financing. <br /> <br />During the City Council’s May 8th Public Hearing(s), several residents expressed <br />concern about (1) additional traffic onto Groveland Rd to be generated by the project, <br />and (2) if additional affordable housing in Mounds View is in the City’s best interest. <br /> <br />During the City Council’s July 24th Public Hearing, four residents expressed concern <br />about (1) additional traffic onto Groveland Rd to be generated by the project, (2) if the <br />schools have capacity for additional students receiving free & reduced lunch, and (3) if <br />the workforce housing project will attract crime. Described below is an attempt to <br />address each concern: <br /> <br />Traffic <br />The project proposes a driveway access onto Groveland Rd. An earlier sketch plan <br />proposing an access onto Mounds View Blvd (CSAH 10) has been denied by Ramsey <br />County. All access onto a county road requires approval by the county. <br /> <br />As a condition of approval for the CUP, allowing a Multiple-Family Dwelling (Resolution <br />8751), the applicant is required to complete a traffic study. MWF Properties <br />commissioned a Traffic Impact Study (attached). The study focuses on traffic during <br />Peak Hours, 7:30 – 8:30 AM, and 4:30 – 5:30 PM. Eighty-five percent of the traffic <br />generated by this project is assumed to occur during peak hours. <br /> <br />Please refer to Figure 4 for a diagram showing traffic movements. For each movement <br />(e.g. north, south, etc.), there are three numbers; (1) 2017 traffic counts; (2) 2020 traffic <br />forecast without the apartments (“no-build”); and, (3) 2020 traffic forecast with the <br />apartments (“build”).
