1 <br /> <br /> <br /> <br /> <br /> M EMORANDUM <br /> <br />To: City Council & Advisory Commissions <br /> <br />From: Jon Sevald, City Planner/Supervisor <br /> <br />Re: Comprehensive Plan Taskforce <br /> <br />Date: October 26, 2017 <br /> <br /> <br /> <br />A Comprehensive Plan is a 20-year plan with policies, goals, and implementation strategies of <br />how the City will guide development and redevelopment. The Comprehensive Plan is updated <br />every ten years. The current update will be significantly completed by spring, 2018, and include <br />nine sections (*optional): <br /> <br /> <br />Land Use Waste Water Parks & Trails <br />Transportation Surface Water Resilience* <br />Housing Water Supply Economic Competitiveness* <br /> <br /> <br />The Comprehensive Plan has two purposes; <br /> <br />1. Providing consistency with the Metropolitan Council’s regional plan (“2040 Thrive”) and <br />infrastructure investments (sewer, mass transit, affordable housing); and, <br /> <br />2. Supporting the City’s Zoning and Subdivision ordinances. When a land use project is <br />reviewed by the City Council, the Council is required to consider if the project is consistent <br />with the Comprehensive Plan. <br /> <br />At the December 4th City Council Work Session, the Council will appoint a Taskforce consisting <br />of nine members representing; (1) City Council; (2) Planning Commission; (2) Economic <br />Development Commission; (2) Parks, Recreation & Forestry Commission; and (2) At-Large <br />residents. <br /> <br />During November, each of these Commissions are requested to recommend two of its <br />members to serve on this Taskforce. <br /> <br />The Taskforce will be expected to meet once or twice per month, January thru May, on dates to <br />be determined by the Taskforce.
