MOUNDS1VI�v <br />Item No: 6A <br />Meeting Date: February 17, 2016 <br />Type of Business: Other Planning Activity <br />City of Mounds View Staff Report <br />To: Mounds View Planning Commission <br />From: James Ericson, City Administrator <br />Item Title/Subject: Review the Planning and Zoning Commission Bylaws <br />Introduction: <br />The Planning Commission's Bylaws state that the Commission shall review the Bylaws on an <br />annual basis, at the first regular meeting in February. The Commissioner reviewed the <br />Bylaws on February 3, 2016, and requested additional review regarding Section 10C, Ex <br />Parte Contacts. <br />Discussion: <br />Staff requested that The City Attorney review the "Ex Parte Contact" language, which has <br />not changed in twenty years, to determine if revisions could be made to "soften" the tone <br />without losing the intent of the section. The intent of the section is simply to provide <br />assurances that requests before the Commission are discussed and considered at the <br />meeting in a public, open forum, rather than commissioners making decisions based on <br />information unknown to other commissioners, or the public, for that matter. <br />The City Attorney has prepared recommended changes to the Ex Parte Contact language <br />which the Commission may find suitable. In addition, the Bylaws were amended to reflect <br />current staffing by removing references to the Community Development Director. <br />Recommendation: <br />Review the revised Bylaws for the Planning Commission.
