He <br />recommended this percentage not be over 30%. <br /> <br />Commissioner Klebsch wanted to see additional language added to the text amendment to ensure <br />the aesthetics of the building could be controlled. She suggested that if a basement was turned <br />into an ADU, no additional square footage could be added to the basement level. Planner Sevald <br />provided further clarification on the existing language in the text amendment. <br /> <br />Further discussion ensued regarding additions to homes with ADU’s. <br /> <br />Planner Sevald questioned if ADU’s should be a permitted or conditional use. <br /> <br />Chair Stevenson supported the ADU’s being a permitted use that could be managed by staff. <br /> <br />Commissioner French stated he would want to be notified if his neighbors were constructing a <br />detached ADU on their property. <br /> <br />Chair Stevenson believed this was a good point. He suggested that attached ADU’s be a <br />permitted use and that detached ADU’s be a conditional use. Planner Sevald stated this could be <br />pursued by staff. <br /> <br />Commissioner Klander questioned if the City would require ADU’s to have the same appearance <br />as the existing home. Planner Sevald explained the City would require the ADU to match the <br />character of the single-family home. <br /> <br />Commissioner Klebsch supported detached ADU’s being a conditional use. She indicated she <br />would want to know if her neighbors were planning to add onto their home or garage in order to <br />have renters, especially if these units could be 10 feet from property lines. <br /> <br />Commissioner Klander asked how the ADU’s would be licensed with the City. Planner Sevald <br />described the rental licensing procedure and noted he could report back at the next meeting with <br />further details. <br /> <br />Commissioner Klander suggested the owner-occupied language be removed and that ADU’s be <br />required to be homesteaded. <br /> <br />Commissioner Love questioned if properties could be rezoned to R-2 if the homeowners did not <br />want to live in the home. Planner Sevald stated this was a possibility, however the rezoning <br />would have to be justified. <br /> <br />Commissioner Love inquired if a large detached garage addition would be allowed for a <br />homeowner with a small home. Planner Sevald discussed the City’s detached garage <br />requirements. <br /> <br />Planner Sevald reviewed a number of scenarios regarding ADU’s within homes and garages.
