Item No: 5A <br />Meeting Date: July 20, 2016 <br />Type of Business: Planning Case SP-202-16 <br /> <br />3 <br /> <br /> <br />Height: The intent is for ADU’s to comply with maximum height standards in the R-1 <br />District; 45’ (or 2½ stories) if attached to the home, and 18’ if detached. Thus, an ADU <br />is not likely to be located above a detached garage. Height is measured from the <br />ground to the peak. In Minneapolis, the maximum accessory building height is 20’ from <br />ground to mid-roof, and 25’ to peak. <br /> <br />Frequency: Staff inquired with the cities of Bloomington, Chanhassen, Farmington, <br />Minneapolis, Plymouth, Richfield, Roseville, Shoreview and White Bear Lake as to how <br />frequently an ADU has been permitted in their communities. Most communities <br />responded that no ADU’s have been built. A few have averaged one ADU per year. <br />Richfield had a number of illegal ADU’s become legal, but no new ADU’s. In contrast, <br />Minneapolis has approved 50 ADU’s during the past 1½ years that they’ve been <br />allowed. <br /> <br />Staff anticipates that there will be a number of inquiries made if ADU’s are allowed in <br />Mounds View (as is current), but few permits applied for, similar to other suburb’s <br />experience. <br /> <br />Summary <br />Accessory Dwelling Units are one solution to providing housing diversity in <br />neighborhoods. ADU occupants are likely to include adult children, elderly parents, <br />college students, personal caretakers, and other residents. ADU’s may provide extra <br />income to property owners, and allow multi-generational families to live separately <br />under one roof. <br /> <br />Recommendation <br />Staff recommends approval of Resolution 1054-16, a Resolution recommending <br />approval of a Text Amendment to the Mounds View Municipal Code, Chapters 1102, <br />1103, and 1106 relating to Accessory Dwelling Units. <br /> <br /> <br />Respectfully, <br /> Jon Sevald, AICP <br />Planner <br /> <br />Attachments <br />Resolution 1054-16
