Section 1121.09 Subdivision 5e of the Zoning Code states that single-family lots <br />shall be limited to one curb cut per property unless it is in the interest of public <br />safety to waive such. There are no public safety issues with this property that would <br />cause the owner to need two curb cuts. <br /> <br />2. The Comprehensive Plan supports good traffic management for safer vehicle <br />movements on streets. Limiting the number of access points onto a street is one of <br />the ways that the City accomplishes this. <br /> <br />3. Second curb cuts for single-family homes are rare and not desired by the City for <br />traffic safety reasons. <br /> <br />4. There are no unique circumstances for this property. The applicant built the second <br />garage and now wants a second curb cut for easier access to it. <br /> <br />5. There are no other single-family properties in the neighborhood with two curb cuts, <br />and granting the variance would be materially detrimental to the purpose of the <br />Zoning Code or to other property in the R-1, Single-Family Residential zoning <br />district. <br /> <br />6. Adding the second curb cut is the minimum variance possible to alleviate what the <br />applicant has stated is his difficulty. <br /> <br />7.
