Mounds View Planning Commission July 2, 2014 <br />Regular Meeting Page 3 <br />________________________________________________________________________ <br /> <br />Acting Chair Birken closed the public hearing at 7:19 p.m. <br /> <br />MOTION/SECOND: Commissioner Rundle/Commissioner Carvelli-Yu. To approve <br />Resolution 1010-14, a Resolution Recommending Approval of a Preliminary Plat and <br />Comprehensive Plan Map Amendments; Planning Case No. MA2014-002. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br />_____________________________________________________________________________ <br /> <br />6. Other Planning Activity <br /> <br />A. County Road 10 Corridor Overlay District Discussion <br /> <br />Planning Associate Heller informed the Commission that the corridor continues to be the City <br />Council’s priority, and the Planning Commission has been reviewing the Zoning Code in order <br />to better promote and accommodate development along County Road 10. <br /> <br />Associate Heller explained that the Commission has been discussing creating a Corridor Overlay <br />District in order to give more flexibility to new development projects on the corridor. The City is <br />willing to be flexible on requirements such as setbacks, parking, density and height, but the City <br />also wants projects that are high quality. <br /> <br />Associate Heller reported an updated draft of the overlay district language is attached and a <br />resolution is available for action if the Commission is ready to move forward with this new <br />overlay district. Staff has made four changes since the discussion at the Council Worksession <br />meeting. A new chapter 1128 in the City Code was created for this overlay district instead of <br />inserting the new language into an existing chapter, so the numbering is now completely <br />different. The section about the City having the option to not require a development area to <br />comply with the overlay district was removed because in 1128.05 the zoning districts that would <br />be applicable are listed. There is also a new addition of 1128.04, OTHER REQUIREMENTS, <br />which specifies that any deviation from the overlay district chapter must comply with Chapter <br />1125.02 of the City Code, which is about variances. <br /> <br />Commissioner Rundle thanked staff for her efforts on this Ordinance. <br /> <br />Acting Chair Birken agreed stating a separate chapter gave greater clarity for the overlay district. <br /> <br />Commissioner Love offered a language change to Chapter 1128.04, inserting the word variance. <br /> <br />MOTION/SECOND: Commissioner Love/Commissioner Carvelli-Yu. To approve Resolution <br />1009-14, a Resolution Amending the City Code Title 1100 Creating a County Road 10 Corridor <br />Overlay District; Special Planning Case No. 187-13 with the language change. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br />______________________________________________________________________________
