Planning Cases <br /> <br />A. VR2014-008 Consideration of a Variance to Allow a 6-foot Fence in Both of <br />the Front Yards of a Corner Lot <br /> Applicant: City of Mounds View <br /> Address: 2408 Hillview Road (Municipal Well No. 4) <br /> <br />Planning Associate Heller indicated the applicant, City of Mounds View, is requesting a variance <br />to install a 6-foot tall chain-link fence around the entire property where Municipal Well No. 4 is <br />located, on the southeast corner of Hillview Road and Edgewood Drive. Since two streets border <br />corner lots, they have two front yards. As such, the City Code requirement for front yards applies <br />to two sides of the property, which means corner lots have additional limitations. <br /> <br />Associate Heller stated according to the City Code, Section 1103.08, Subdivision 3, fences greater <br />than 48 inches (4 feet) tall are not allowed in the front yard without a variance. The Zoning Code <br />also establishes a sight triangle that limits all obstructions within the area at the corner of <br />intersections, measured thirty (30) feet from the point where the property lines meet at the <br />intersection of two streets. The proposed fence would not be located within the sight triangle. <br />Staff reviewed the variance considerations in detail with the Commission and recommended <br />approval of the request. <br /> <br />Vice Chair Schiltgen opened the public hearing at 7:05 p.m. <br /> <br />Haidelisa Florentino, 2431 Hillview Road, explained she lived across the street from the <br />municipal well. She supported the fence being added for safety reasons. <br /> <br />Vice Chair Schiltgen asked if there would be a hinged fence or gate at the driveway entrance. <br /> <br />Associate Heller explained there would be some sort of gate at the entrance driveway. <br /> <br />Commissioner Carvelli-Yu questioned if the exterior of the building was lit. <br /> <br />Associate Heller stated this was the case. <br /> <br />Vice Chair Schiltgen closed the public hearing at 7:09 p.m. <br /> <br />MOTION/SECOND: Commissioner Rundle/Commissioner Elofson. To approve Resolution <br />1016-14, a Resolution Approving a Variance to Allow a 6-foot Fence in the North and West <br />Front Yards of a Corner Lot at 2408 Hillview Road; Planning Case No. VR2014-008. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br />_____________________________________________________________________________ <br /> <br />6.
