1008.10 1008.10 (Rev. 10/10) <br /> <br /> (4) The City prohibits temporary signs with blinking, flashing or fluttering lights or <br />with dynamic displays. (Added, Ord. 816, 1-22-09) <br /> <br />b. Banners: <br /> <br />(1) Banners shall be strongly constructed and shall be securely attached to their <br />supports. They shall be repaired or removed (including all framework and supports) as soon <br />as damaged or torn and immediately upon expiration of the permit. (Ord. 679, 5-29-01) <br /> <br />(2) Banners shall not exceed one hundred twenty (120) square feet or twenty <br />percent (20%) of the surface area of the building face or front upon which the banner is <br />attached, whichever is less. (Ord. 679, 5-29-01; Amended, Ord. 847, 10-21-10) <br /> <br /> c. (Deleted, Ord. 847, 10-21-10) <br /> <br />d. Changeable Copy Signs: <br /> <br /> (1) Portable and temporary changeable copy signs shall not exceed forty eight (48) <br />square feet on each side and the entirety of the sign copy shall be maintained within the forty <br />eight (48) square foot area. (Ord. 679, 5-29-01) <br /> <br /> (2) No part of such sign shall extend into or encroach onto public right-of-way. <br />(Ord. 679, 5-29-01) <br /> <br />(3) Such sign shall not obscure motorist or pedestrian vision and shall not block or <br />otherwise interfere with a public or private sidewalk or trailway. (Ord. 679, 5-29-01) <br /> <br />(4) Such sign may be lighted provided said lighting is not a nuisance to motorists or <br />to adjoining properties. Flashing lights, strobe lights or lights which could be confused for <br />that of an emergency vehicle shall be prohibited. (Ord. 679, 5-29-01) <br /> <br />e. Inflatable Signs: (Amended, Ord. 816, 1-22-09) <br /> <br />(1) Inflatable signs and devices shall be securely tethered and attached to the <br />ground. (Ord. 679, 5-29-01; Ord. 816, 1-22-09) <br /> <br />(2) The City prohibits the installation or placement of inflatable signs and devices or <br />balloons on building roofs. (Ord. 679, 5-29-01; Ord. 816, 1-22-09) <br /> <br />(3) Balloons less than two (2) feet in diameter are excluded from the permit <br />provisions of this Section. (Ord. 679, 5-29-01) <br /> <br />(4) No Mylar or metallic balloons shall be permitted to be displayed or flown <br />outside. (Ord. 679, 5-29-01)
