<br />PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />Regular Meeting <br />October 6, 1992 <br />Mounds View City Hall <br />2401 Hwy. 10, Mounds View, MN 55112 <br />CALL TO ORDER <br />~!'he Mounds View City Council was called to order by Mayor Linke at 12:25 <br />a.m. on Tuesday, October 6, 1992. <br />Councilmembers Blanchard, Quick, Rickaby, Wuori and Mayor Linke were in <br />attendance. <br />Others in attendance: Samantha Orduno, City Administrator. <br />COUNCIL BUSINESS: <br />Samantha Orduno, City Administrator explained that additional signatures had <br />been submitted for the Greenfield Estates Petition. The Petition's <br />previously valid signatures totalled 837. For a sufficient petition, 891 <br />valid signatures were needed. Today, one of the Petitioners, Kay Weseman <br />brought in and verified with staff 84 additional signatures bringing the <br />total valid signatures to 921. Based on the number of valid signatures, the <br />Petition is sufficient. <br />Ms. Orduno explained that while the Petition is valid in terms of meeting <br />the number of valid signature requirements, the action which the Petition <br />seeks is not permitted by State Law. She explained that the advice of the <br />City Attorney is to deny action which would place the issue on the ballot as <br />such action is counter indicated by Law. <br />Councilmember Gary Quick noted that the challenges to the Law have been <br />~pheld by the State Supreme Court. <br />
