<br />MOUNDS VIEW PLANNING COMMISSION <br />RESOLUTION NO. 927-10 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION APPROVING A VARIANCE TO ALLOW FOR REDUCED LOT WIDTHS <br />FOR NEW LOTS IN A WETLAND DISTRICT FOR THE LONGVIEW ESTATES <br />PROPERTY; <br />PLANNING CASE VR2010-002 <br /> <br /> <br />WHEREAS, the applicant, Eichi, Inc. represented by Paul Harstad, has applied for a <br />variance to allow for reduced lot widths for new lots in a wetland district; and, <br /> <br />WHEREAS, the property known as Longview Estates is zoned R-1, Single Family <br />Residential, and legally described as follows: <br /> <br />Lot 4, Block 1, Mueller Addition <br />Ramsey County, Minnesota <br />PIN 07-30-23-42-0066 <br /> <br />WHEREAS, Section 1010.07 Subd. 3a(2) of the Mounds View Zoning Code indicates <br />that the minimum lot width is 125 feet as measured at the building setback line; and, <br /> <br />WHEREAS, the applicant has applied for a variance to allow for reduced lot widths <br />(varying widths from 90 feet to 112.67 feet) on eight lots, in order to subdivide the property to <br />into ten single-family residential lots; and, <br /> <br />WHEREAS, the Mounds View Planning Commission has reviewed the following <br />documents about this proposal: <br /> <br />1. Narrative from Applicant <br />2. Zoning Map <br />3. Wetland Map <br />4. Aerial Photo <br />5. Site plan <br />6. Staff Report <br /> <br />WHEREAS, the purpose of the variance provision in the Zoning Code is to give relief <br />to property owners when the strict enforcement of the zoning code requirements imposes a <br />hardship thereby restricting the improvement of property due to practical difficulties brought <br />about by unique or extraordinary features of the physical property that are beyond the <br />property owner’s control; and, <br /> <br />WHEREAS, the Planning Commission held a public hearing on Wednesday, June 16, <br />2010, about this variance request; and, <br /> <br />WHEREAS, according to Section 1125.02, Subdivision 2 of the Mounds View <br />Municipal Code, the Planning Commission is to review a standard set of criteria that must be <br />satisfied in order to grant a variance to the Zoning Code.
