HOUSING IMPLEMENTATION PROGRAM <br /> <br />The Metropolitan Council is forecasting that Mounds View will have a minimal population <br />growth of about 660 people between 2000 and 2030. Between 2011 and 2020, the Metropolitan <br />Council has set the need for new affordable housing units in Mounds View at 81 additional units. <br />While the City is not required to construct and finance these units, the Metropolitan Council <br />requires the City to demonstrate in this plan that there is land designated to accommodate the <br />units. The future land use map shows 33 acres of land designated as Mixed Use-PUD. The City <br />has guided these parcels for future redevelopment, which could include higher density residential <br />uses. <br /> <br />Mounds View has or could use the following housing programs to address housing needs in the <br />city: <br /> <br />Affordable Housing Assistance <br /> <br />The following programs are offered to Mounds View residents to provide renter assistance and <br />below-market rate home mortgages. <br /> <br />Section 8 Vouchers: In 2008, 57 families received Section 8 rental assistance vouchers. <br /> <br />Minnesota Cities Participation Program: The Minnesota Housing Finance Agency (MHFA) <br />offers low-interest mortgage programs to assist low to moderate income families in securing a <br />mortgage for their first home. The City of Mounds View participated in 1995-1997, and began <br />again in 2000. <br /> <br />Rondo Community Land Trust: Homebuyer Initiated Program (HIP): program with two grants <br />available to low and moderate income buyers – up to $25,000 to lower the purchase price or to <br />reduce closing and down payment costs. There also are grants of up to $25,000 for housing <br />rehab – improving mechanical systems, insulation, and correcting code issues. <br /> <br />Housing Developments <br /> <br />The following are programs used in Mounds View that have expanded the city’s stock of <br />affordable housing through new construction or rehabilitation. <br /> <br />Hollman Units/Low Income Housing Tax Credits: Silver Lake Commons - constructed 10 <br />townhouse units and rehabilitated 40 apartment units. There are 10 Hollman units in this project. <br /> <br />Low Income Housing Tax Credits: Silver Lake Pointe, an 83-unit senior housing complex. <br /> <br />Section 202: Wildwood Manor, 40-unit senior housing complex. <br /> <br /> 9
