Mounds View Planning Commission June 17, 2009
Regular Meeting Page 2
________________________________________________________________________

5. Planning Cases

None.
______________________________________________________________________________

6. Other Planning Activity

A. Code Amendments

Planning Associate Heller stated after the May 20, 2009 Planning Commission meeting staff
prepared four of the city code amendments for the Commission to review and take action on.
She indicated that because of the length of some of the amendments, she asked the Commission
to review the proposed language in the resolutions.

Planning Associate Heller stated resolution 900-09 amends Chapter 1104 by removing “decks”
from allowed encroachments. This was discussed at the last meeting.

Planning Associate Heller stated resolution 901-09 amends Chapters 1102, 1104 and 1106
pertaining to the definition of building height, the maximum allowed accessory building height
and required accessory building separation distance. She added current code indicates midpoint
between the peak and eave. This is difficult to explain to residents and difficult for staff to
measure when the structure is built. She added the code was also amended in regards to
minimum building separation distance as required by the Minnesota State Building Code.

Planning Associate Heller stated resolution 902-09 recommends removal of the R-O,
Residential-Office Zoning District from the city code. She added the only property that was
zoned R-O was the Johnson Trailer Hitch property and this parcel was rezoned last year for the
senior housing development. She stated this resolution is lengthy because the R-O is referenced
in several sections throughout the zoning code.

Commissioner Miller questioned section 1124.03 the addition of “us” at the end of the code.

Planning Associate Heller stated this is correcting the spelling of “apparatus” in the current code.

Planning Associate Heller stated resolution 903-09 amends chapter 1116 pertaining to the
storage of flammable liquids in industrial districts. She added the changes are in the permitted
uses adding the language of “Above ground storage not to exceed a total of 800 gallons” and
1116.04 Conditional Uses subd. 20 adding the language of “over 800 gallons above ground.”

MOTION/SECOND: Commissioner Cramblit/Commissioner Walsh-Kaczmarek. To approve
the four resolutions as stated and to pass these on to the City Council.

Ayes – 7 Nays – 0 Motion carried.
______________________________________________________________________________
