Discuss Conditional Use Permit requirements for flammable liquid tanks <br /> <br />Planning Associate Heller reported staff began a discussion to consider a threshold for the size of <br />flammable liquid tanks. She stated staff was directed to research what other cities are doing <br />regarding flammable liquid storage tanks. She reported that one city required a permit for tanks <br />over 400 gallons, with most cities refering to the Fire Department for guidance. She stated this <br />would still require a fire permit and meet the fire code. She informed the Commission that the <br />Mounds View Fire Marshall is comfortable not requiring a conditional use permit for tanks under <br />1,000 gallons. <br /> <br />Planning Associate Heller stated the City Code states in Chapter 1116, Industrial District: <br />Chapter 1116.02, Permitted uses – Flammable liquids, underground bulk storage only, not to <br />exceed 25,000 gallons if located not less than 50 feet from a residential district. She pointed out <br />that Chapter 1116.04 subd. 20. Conditional Uses – Storage of flammable liquids. She stated the <br />fire code regulates the storage of all flammable gas and liquids except for single-family <br />properties. Planning Associate Heller stated that any business or multi-family dwelling that <br />installs a tank containing a flammable liquid, must get a fire permit and follow fire code <br />requirements, no matter what size the tank is. She mentioned these rules become stronger with <br />more safety precautions as the tank size increases. <br /> <br />Planning Associate Heller indicated consensus among Commissioners at the last meeting to <br />determine a maximum tank size allowed without a conditional use permit. <br /> <br />Discussion ensued. <br /> <br />Consensus reached by the Planning Commission to set 800 gallons as the threshold for above <br />ground flammable and/or combustible liquids storage tanks in an industrial area. Tanks above <br />that size would require a conditional use permit. <br /> <br />The Planning Commission directed staff to draft the code change for Planning Commission <br />review and approval. <br /> <br />B. Comp Plan <br /> <br />Planning Associate Heller directed the Planning Commission towards a discussion on Chapter 7, <br />Economic Development, of the Comprehensive Plan. <br />
