It is designed to keep the residents only in the <br />north wing. <br /> <br />Commissioner Cramblit asked about underground parking. <br /> <br />Planning Associate Heller stated that there will be 47 underground parking spaces. <br /> <br />Chair Stevenson asked about the ratio for required parking. The plans states 80 parking spaces. <br /> <br />Planning Associate Heller indicated the parking information on the plans is from the applicant <br />and doesn’t reflect the actual code requirements. <br /> <br />Planning Associate Heller stated the applicant will have to rezone the property to R-4 and also <br />they will need to obtain a conditional use permit to allow for the senior congregate housing. <br />Also, there are parking requirements that state there needs to be one stall for every three beds and <br />one stall for every staff member on the largest shift. With this ratio used for all the units, the <br />need would be for 43 stalls. If we used regular multi-family parking requirements for the <br />independent living units, the requirement would be 118 stalls. The facility will provide some <br />transportation services for their residents. <br /> <br />Commissioner Dunn asked about the per unit density. <br /> <br />Planning Associate Heller stated this will be an issue. Currently in Mounds View, all the senior <br />housing is independent living facilities which have much bigger units than what is being built for <br />assisted living/memory care residents. The city code only addresses regular one-bedroom units <br />for minimum unit size. There are 97 units proposed but many of the units are quite small, <br />especially since the assisted living and memory care residents do not need full size kitchens. If <br />these were normal size apartments there would only be 45-50 units in a building the same size. <br />These are all items that will be talked about when the application comes before the Planning <br />Commission. <br /> <br />Commissioner Gunn asked about the status of the property. <br /> <br />Planning Associate Heller responded that they have a purchase agreement for the three lots. <br /> <br />Ken Roberts, Community Development Director stated independent living is defined as an <br />individual living on their own, assisted living is individuals whom may need some assistance <br />with medication, shopping, and memory care is for individuals with dementia and memory loss <br />issues. These individuals are under close care and security. <br /> <br />Community Development Director Roberts asked for any initial concerns, comments or feedback <br />before the applicant submits their final plans. <br /> <br />Chair Stevenson indicated the security on memory care is an issue and a second driveway on <br />Groveland and the amount of traffic onto Groveland, and density are also issues.
