Item No: 6A <br />Meeting Date: June 6, 2007 <br />Type of Business: Discussion <br /> <br /> City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Mounds View Planning Commission <br />From: Heidi Heller, Planning Associate <br />Item Title/Subject: Establishing the Comprehensive Plan Task Force <br /> <br />Background: <br /> <br />The City of Mounds View, like all metropolitan communities in the Twin Cities area, <br />is required to update its Comprehensive Plan by the year 2008. In recognition of <br />this requirement, the City Council identified the Comp Plan update as one of its <br />adopted goals for 2007. Establishing a task force will help ensure the process <br />moves forward in a timely fashion while providing addition means of opinion, <br />review and oversight. <br /> <br />Discussion: <br /> <br />The Council discussed the idea of a task force at a meeting earlier this year and <br />reiterated their support for such a body during the strategic planning and <br />leadership retreat held in February and attended by the City Council and <br />department heads. The Council passed a resolution on Monday, May 14th with the <br />recommendation of having up to six residents-at-large on the task force. Staff has <br />sent a notice to the Bulletin and Focus newspapers looking for volunteers. An <br />application is required from each applicant and the deadline to apply is June 6, <br />2007. The City Council will officially appoint members to the group, which we <br />anticipate to be done at the June 11th Council meeting. <br /> <br />Staff envisions that once work begins on the Comprehensive Plan, the task force <br />would meet once every month or every two months, depending upon progress and <br />issues being reviewed. The Planning Commission will take the lead on the comp <br />plan preparation with the Economic Development Commission and Park and <br />Recreation Commission playing strong supporting roles. From a staff perspective, <br />Community Development will assume the lead role on the update with a strong <br />supporting role played by Public Works. The Finance and Administration <br />departments will also lend support as needed. <br /> <br />The membership of the Task Force is envisioned as follows: <br /> <br /> 1 - Planning Commission Rep <br /> 1 - Economic Development omission Rep <br />1 - Park and Rec Commission Rep <br />1 - City Council Representative <br />1 - Chamber of Commerce Rep <br />6 – Residents at large
