Resolution 872-07, Code Amendment Relating to Licensed Therapeutic <br />Massage Businesses <br /> <br />Community Development Director Ericson reported the City Council adopted Ordinance 583 on <br />September 23, 1996 putting into place regulations and requirements relating to the licensure and <br />operation of therapeutic massage businesses. He stated staff reviewed the issue of appropriate zoning <br />locations with the City Council on November 4, 2002, after realizing that the enabling ordinance did <br />not identify zoning districts within which such a business could be operated, or if the use would be <br />permitted or require a conditional use permit. <br /> <br />Director Ericson stated the Planning Commission found at its meeting on July 25, 2007, that a <br />Therapeutic Massage business would be an appropriate use in a B-2 Zoning District and a <br />Conditional Use Permit was not required. <br /> <br />Acting Chair Miller recommended wording changes to the amendment. <br /> <br />Director Ericson noted the changes. <br /> <br />MOTION/SECOND: Gunn/Meehlhause, To Approve Resolution 872-07, a Resolution <br />Recommending Approval of an Amendment to Chapter 1113 of the Mounds View Zoning Code <br />Relating to Therapeutic Massage Businesses. <br /> <br /> Ayes – 6 Nays – 0 Motion carried. <br /> <br />B. Premium Stop Redevelopment Area Plan (Oral Report) <br /> <br />Director Ericson distributed a copy of a proposal from Mr. Michael Tobin, Master Development, <br />for the Premium Stop Redevelopment Area at the corner of County Road H2 and County Road <br />10, which could also include the Roberts parcel. He stated the proposal is consistent with the <br />City’s redevelopment vision for the area and the DSU/Bonestroo concept plans. He stated <br />Master Development is looking for an agreement giving them exclusive negotiating rights for the <br />properties. He stated the City Council felt the proposal was adequate and that Master <br />Development had experience with this type of project. He indicated Council felt that if Master <br />Development secured an agreement or some type of interest in the Roberts site, the City would <br />be more inclined to sign an agreement for the Premium Stop property. <br /> <br />Acting Chair Miller asked if competitive bidding was required. <br /> <br />Director Ericson replied advertising for proposals was placed in the Minnesota Real Estate <br />Business Journal and onto the City’s website and RFQ packages were sent to developers and
