Mounds View City Council Page Six <br />~egular Meeting April 26, 1993 <br />COUNCIL BUSINESS: <br />A. Ric Minetor, Director of Public Works/City Engineer, reviewed Staff <br />Report No. 93-481C regarding an Ordinance Restricting Parking on <br />Certain City Streets. Minetor presented information and a petition <br />from residents at the April 5 Work SeSSion requesting No Parking <br />between the hours of 9:00 p.m. and 2:00 a.m. on Clearview Avenue <br />between Irondale Road and Edgewood Drive. Minetor stated that <br />streets in this area previously were established as No Parking between <br />9:00 p.m. and 2:00 a.m. through a Council motion. Minetor stated that <br />an ordinance would be more appropriate and, therefore, introduced <br />Ordinance No. 526 - An Ordinance Restricting Parking on a Portion of <br />Edgewood Drive, Greenfield Avenue, O'Connell Drive, and Clearview <br />Avenue. <br />Sue Linke, 2427 Clearview, that the parking bands really a nightmare. <br />Ms. Linke stated that she is often awakened at 1:15 a.m. when the bar <br />closes. Ms. Linke stated that she only has room for two cars in her <br />driveway but has a large family who likes to visit and Ms. Linke also <br />stated that she babysits so that also causes parking problems for her. <br />Ms. Linke stated that her relatives are skeptical of the parking ban <br />and, therefore, do not stay long when they visit. <br />Ms. Linke stated that she respects the opinions of her neighbors, but <br />would like to see some other means of parking restriction, i.e., one <br />hour parking or parking permit of some type. Ms. Linke encouraged the <br />City to talk to the bar owner and perhaps he could hire a shuttle or <br />purchase some other property to control the parking situation. <br />Mayor Linke stated that the City has been working with the bar owner <br />and that he is trying to purchase additional land. Mayor Linke further <br />stated that Ms. Linke could call the police department and let them <br />know that cars will be parked on the street because unexpected company <br />arrived. Mayor Linke explained that a person doesn't have to notify <br />the police department days ahead, but at the time the company arrives. <br />Ms. Linke stated that she doesn't think that she should have to do <br />this. Ms. Linke stated that an acquaintance of hers owned a bingo <br />parlor close to a bar and a similar problem was created. The problem <br />was addressed by restricting parking to 15 minutes. <br />Ms. Linke encouraged the City to continue to look for alternatives to <br />the problem. <br />Ric Minetor, Director of Public Works/City Engineer, stated that the <br />final reading on this ordinance would not occur for two weeks. Mr. <br />Minetor stated that he would discuss the situation further with the <br />• Police Chief. Minetor explained that the problem with restricting the <br />parking to one hour is that an officer would have to visit the car <br />parked in violation twice, once to see it there and some time later to <br />
