Item No: 6B
Meeting Date: Dec 20, 2006
Type of Business: Commission Business
City of Mounds View Staff Report

To: Mounds View Planning Commission
From: James Ericson, Community Development Director
Item Title/Subject: Review Applications for the Open Planning
Commission Seats

Introduction:

The City Council adopted Ordinance 741 in 2004 which clarified the process by which
applications for boards and commissions are reviewed and appointments made. The Council
recognized the value of having the respective board or commission review the applications
and forward its recommendation on to the Council for their action as a whole. In previous
years, the Mayor has made the appointments with the approval of the Council.

Discussion:

The terms of three commission members--Herb Zwirn, Michael Hegland and Mari Scotch--
expire at the end of the year. Of these three members, only Mari Scotch has indicated a
desire to continue serving on the commission. In addition, with Al Hull’s election to the City
Council, a fourth seat will need to be filled. The City has advertised in the Bulletin, Focus and
on the City’s website regarding the vacancies, and announcements have been made at City
Council meetings. Five applications have been received thus far for the four positions.
(Application deadline was December 15, 2006 at 4:30 pm.)

The following individuals have submitted applications to serve on the Planning Commission:

Keith Cramblit 5753 Bunker Hill Drive
Sherry Gunn 8120 Red Oak Court
Mari Scotch 7806 Gloria Circle
Laurie Shoop 2186 Lambert Avenue
Todd Langdon 2558 Ridge Lane

All of the above candidates have been invited to attend the Planning Commission meeting.
It has been pointed out to them that the Commission may ask questions of the candidates.
As has been done in the past, the candidates may be provided an opportunity to address the
Commission and provide additional information as to their background and desire to serve.

Recommendation:

After reviewing the applications and considering any statements made by the candidates,
each Commissioner will be asked to choose four candidates to forward on to the City Council
for appointment. A paper ballot will be passed out during the meeting and the recording
secretary will collect the ballots, tabulate the results and announce the four candidates
chosen. In the unlikely event of a tie, all candidates will be forwarded on to the City Council
for consideration.

Review PC Applications
Dec 20, 2006
