Mounds View City Council. Page Four <br />~egular Meeting July 26, 1993 <br />Dave Coffey, 2757 Hillview Road, asked where the minor auto repair was' <br />going to be located. Mr. Coffey stated that he had not had the opportunity <br />to look at the site plans. <br />Mayor Linke stated that the location is directly west of the Amoco station. <br />Paul Harrington stated that he received a call from Joyce Nelson, 7801 <br />Groveland Road, inquiring as to what the requirements for this minor auto <br />repair would be. Ms. Nelson stated that she. was a resident who received a <br />copy of the public hearing notice. Mr. Harrington explained the conditional <br />use permit to Ms. Nelson and she stated that she had no problem with the <br />minor auto repair being located there. <br />Mayor Linke closed the public hearing at 7:24 p.m. <br />MOTION/SECOND: Wuori/Blanchard to adopt Resolution No. 4394 Approving the <br />Conditional Use Permit Request by Ron Schmidt, 2806 Highway 10, Planning <br />Case No. 365-93 as presented. <br />VOTE: 3 ayes 0 nays Motion Carried <br />Surface Water Management Utility <br />Mayor Linke opened the public hearing to consider the Surface Water <br />anagement Utility at 7:25 p.m. <br />Samantha Orduno, City Administrator, stated that last month there. had been <br />an informational meeting on the Surface Water Management Plan to discuss the <br />utility concept. Orduno stated that the Surface Water Management Plan was <br />required by Law and gave a presentation on what a Surface Water Management <br />Utility was. Orduno further stated that a Surface Water Utility is a stable <br />financing method which provides a continuous source of revenue for surface <br />water management without competing with the General Fund. <br />Orduno introduced Rocky Keene of Short-Elliott-Hendrickson who presented <br />some background of the Plan and to go over the specifics of the Plan. Mr. <br />Keene stated that the development of the Plan was required by Law. The Plan <br />addresses the water quantity and quality issues in the City and allows local <br />control of the water resources in the City. Mr. Keene explained-.the history <br />of the plan and went through the Plan's major components such as goals and <br />policies, development guidelines, engineering and planning guidelines, <br />definition of the hydrologic system, management strategy, water quality <br />issues, physical environment of the City and administration requirements for <br />plan implementations. <br />Mr. Keene further stated that the Capital Improvement Program was .required <br />by Law to be placed in the Plan. Keene stated that the City's Plan <br />identified no large projects in the next five years. Keene stated that the <br />Mounds View Plan identified several large future projects that may or may <br />~ot be undertaken. <br />
