Purpose: The general concept plan provides an opportunity for the applicant to <br />submit a plan to the City showing applicant's basic intent and the general nature of the <br />entire development without incurring substantial cost. This concept plan serves as the <br />basis for the public hearing so that the proposal may be publicly considered at an <br />early stage. The following elements of the proposed general concept plan represent <br />the immediately significant elements which the City shall review and for which a <br />decision shall be rendered: <br /> <br /> (1) Overall maximum PUD density range. <br /> <br /> (2) General location of major streets and pedestrianways. <br /> <br /> (3) General location and extent of public and common open space. <br /> <br /> (4) General location of residential and nonresidential land uses with <br />approximate type and intensities of development. <br /> <br /> (5) Staging and time schedule of development. <br /> <br /> (6) Other special criteria for development. <br /> <br /> b. Process: <br /> <br /> (1) Developer attends application conference. <br /> <br /> (2) File application for a conditional use permit or rezoning concurrently with <br />the submission of the general concept plan (at least twenty one (21) days prior to <br />Planning Commission meeting) consisting of the information and submissions <br />required under subdivision 1120.05(l) of this Chapter, General Concept Stage. <br /> <br /> (3) City staff reviews application, prepares report and recommendations. <br /> <br /> (4) Planning Commission receives application and report of City staff. <br /> <br /> (5) Planning Commission makes a recommendation to the City Council on the <br />general concept plan. <br /> <br /> (6) City Council holds a public hearing. <br /> <br /> (7) City Council reviews all recommendations and approves/denies <br />application(s). <br />
